Senior Manager – Facilities, Parks & Open Space

Rate: $80 per hour + super

About the Role
A local council in Melton is seeking an experienced Senior Coordinator – Parks & Open Space to provide senior leadership and coordination across facilities management and building services functions. This role plays a key part in leading teams through operational delivery and managing significant change activity arising from new systems, processes, workflows, and organisational structures.
This is a hands-on leadership role requiring strong communication, stakeholder management, and change leadership capability within a complex local government environment.
Key Responsibilities
* Provide strong leadership across Parks & Open Space and Facilities Management functions
* Coordinate, manage, and plan change management and business readiness activities for the branch
* Lead organisational change activities including stakeholder analysis, change impact assessments, gap analyses, communication and engagement plans, and post-implementation reviews
* Utilise appropriate change management techniques to support successful adoption of new systems and processes while maintaining a strong customer and service focus
* Identify, analyse, and manage change risks and issues impacting project delivery or business outcomes
* Prepare and review detailed, non-standard reports and correspondence
* Interpret, proof-read, and review complex written material prepared by others
* Build and maintain strong working relationships with internal stakeholders, leadership teams, and external partners
* Negotiate and influence outcomes with clients, members of the public, contractors, and other organisations
* Ensure all activities align with council policies, ethical standards, and safety requirements
* Foster culturally safe and inclusive working environments free from discrimination
Key Selection Criteria Qualifications & Experience
* Tertiary qualification in Horticulture, Arboriculture, Turf Management, Natural Resource Management, or a related discipline, or extensive relevant experience managing public open spaces.
* Extensive leadership experience, leading large, multi-disciplinary teams, preferably in an operational environment
* Proven experience in developing, procuring, and managing large service-based contracts
* Strong customer service skills, with the ability to communicate technical information in plain language
* Demonstrated experience delivering projects in line with approved project plans, frameworks, and budgets
* Current Victorian Driver's Licence (required)
