About the role: The Director, Financial Controller provides senior financial leadership to support the Chief Finance Officer and the Department in the effective stewardship of public resources across the health portfolio. The role oversees the department and portfolio health services' budget and financial reporting, including the collection, consolidation and reporting of financial data to the Department of Treasury and Finance and other bodies. The role builds and maintains influential relationships with central agencies, portfolio entities and auditors to strengthen financial governance, accounting practice and system performance. Through strategic advice, commercial improvement initiatives and future-focused planning, the Director, Financial Controller supports budget priorities, delivers timely and accurate financial reporting to ministers and senior executives, and drives continuous improvement and change. About you: We're looking for someone who can: Provide executive oversight of department and portfolio wide financial governance, assurance and reporting, ensuring the integrity, accuracy and timeliness of financial information provided to the Department of Treasury and Finance, Ministers, the Secretary and senior executives. Ensure compliance with statutory, professional and central agency requirements, including the Financial Management Act and the Directions of the Minister for Finance, Australian Accounting Standards, all Australian (State and Federal) tax legislation and policies and procedures of the Central Agencies. Assure the effectiveness of budget management, funding flows and payment arrangements across portfolio health services. Provide financial leadership to the sector with the aim of strengthening portfolio agencies' accounting policies and practice. Build and maintain strong partnerships across the Department, Hospitals Victoria, central agencies, VAGO and other external stakeholders, influencing investment design, revenue policy settings and funding conditions to improve system outcomes. Provide strategic thinking and future planning and oversee change management initiatives and integrated approaches to enhance compliance with department-wide policies. Qualifications / Experience A tertiary qualification in fields related to health, finance, business and/or management would be desirable. Postgraduate and/or MBA qualifications are desirable. CPA or CA qualification is required. Thorough knowledge and understanding of the financial management and legislative framework applying to government.
