1. Role Overview
The Business Transformation Lead will provide specialist business transformation, change management, stakeholder engagement, and learning capability support across IADB projects. The role is responsible for ensuring transformation activities are aligned with Defence strategic objectives and that organisational change, learning, and business process improvements are effectively embedded to support project outcomes.
The position requires strong leadership across transformation initiatives, combined with hands-on business and systems analysis capability, particularly within complex ICT-enabled Defence environments.

2. Demonstrable experience performing the role of
Business Transformation Lead
delivering organisational change and transformation outcomes.
3. Proven experience working across complex stakeholder environments.
4. Ability to operate at a
CIPM 5
level within Defence project contexts.
5. Highly Desirable Experience
6. Demonstrated experience working on
ICT projects
, particularly those involving systems integration.
7. Experience delivering services within
Defence
or other large Commonwealth environments.
8. Strong background as a
Business Analyst

The Business Transformation Lead will be required to deliver the following services across IADB projects:
Business Transformation and Change
* Provide a broad range of expertise in organisational systems, business processes, operating model design, and transformation planning.
* Lead and support organisational change initiatives aligned to Defence strategic goals and project objectives.
* Identify, assess, and address change impacts across people, process, and technology domains.
Stakeholder Engagement
* Undertake internal and external stakeholder engagement activities.
* Identify and manage:
* Change resistance
* Misinformation
* Learning and capability gaps
* Lead collaborative engagement with senior stakeholders, project teams, and end users.
Business and Systems Analysis
* Undertake review, analysis, advice, and quality assurance of business and systems analysis artefacts.
* Make recommendations to improve business processes and operating procedures.
* Determine and document business requirements using
use-case methodology
.
* Adapt appropriate business analysis methods, tools, and techniques to suit project needs.
* Update and maintain business process and supporting documentation.
Transformation Planning
* Review, advise, and support the development of
IADB Project Transformation Plans
.
* Ensure transformation plans:
* Are aligned to Defence strategic goals and objectives
* Include a clear transformation roadmap
* Support the management of project risks and issues
Learning and Capability Development
* Support IADB projects in:
* Training needs analysis
* Identification of knowledge and skills gaps
* Design and development of learning plans and strategies
* Provide assurance, review, and advice to ensure learning plans:
* Clearly identify and articulate learning outcomes
* Apply contemporary learning design and pedagogy methodologies
* Support sustainable capability uplift
Evaluation and Continuous Improvement
* Evaluate learning and transformation activities for effectiveness.
* Adapt transformation and learning strategies based on evaluation outcomes.
* Maintain a strong focus on
behavioural change and operational outcomes
.
Additional Duties
* Perform other tasks as assigned by the relevant Director or their delegate to achieve Commonwealth and/or individual project outcomes.
* Deliverables
* Deliverables will be provided
as directed by the Commonwealth throughout the life of the Contract

* Outputs will support transformation, learning, and project delivery objectives across IADB initiatives.
* Outcome and Milestone Management
The Business Transformation Lead will manage outcomes to support achievement of key project milestones, including but not limited to:
* Capability One gate documentation
* Initial Material Release
* Material Release(s)
* Initial Operating Capability (IOC)
* Final Material Release
* Final Operating Capability (FOC)
* Additional Preferred Capabilities
* Extensive experience engaging and collaborating with stakeholders within Defence environments.
* Proven ability to accelerate engagement with end users in complex or time-critical projects.
* Strong written and verbal communication skills suitable for senior Defence stakeholders.
* Ability to operate with autonomy while contributing effectively within integrated project teams.

This role is suited to a senior Business Transformation professional with strong Business Analysis capability, Defence experience, and a proven ability to lead change, learning, and capability uplift within ICT-enabled environments
