Rates: $110 - $140 per hour (inc. super)
Within the Australian Electoral Commission (AEC), the Funding and Disclosure Reform Program was established to enable the AEC to implement and administer legislative amendments to the Commonwealth Funding and Disclosure Scheme (the Scheme) as set out in Part XX of the Commonwealth Electoral Act 1918 (Electoral Act) to increase transparency and accountability in Australia's electoral system. The Program is made up of three branches – the Program Management Office Branch, the Regulatory Enablement Branch, and the Technology Delivery Branch – that will work together to uplift the AEC's regulatory capability by designing, building and implementing new processes, resourcing, tools, systems and technology to successfully administer the Scheme.
The AEC is seeking a suitably qualified and experienced ICT Delivery Manger to work as part of Agile Delivery Teams to deliver and support a range of ICT projects/programs.
Key duties and responsibilities:
This role will be responsible for, but not limited to:
- Working with limited direction and reasonable collaboration, lead a small team(s) to develop plans and schedules ensuring the project/work packages delivers value aligned with the AEC's methodologies and business need.
- Managing allocated program/project resources to execute deliverables on time, within budget and to a high quality against scope.
- Leading agile ceremonies/team meetings (i.e. as a Scrum Master), effectively identifying and resolving issues, helping to remove impediments, and effectively mitigating and managing risk within agreed tolerances.
- Communicating effectively with peers and AEC executives to ensure alignment, seek engagement and feedback and highlight successes.
- Cultivating and maintaining strategic professional relationships with business and, potentially, vendor partners and representatives from other government agencies.
- Contributing to portfolio/program management and governance practices, including preparing reports and other documentation; assisting with recruitment and procurement activities; and assisting to coordinate business engagement activities.
- Coaching and mentoring AEC staff as directed in their professional development to uplift organisational capability within the program/project context.
- Perform additional duties or assume responsibility of functions as directed from time-to-time.
Essential Criteria
1. Minimum 5 years' experience in managing ICT projects to deliver to time, cost, quality, and scope.
2. Ability to foster team culture and lead small teams, including providing clear direction, effectively oversighting tasks and coaching to build high performance.
3. Excellent written and verbal communication skills, with the ability to communicate with influence, effectively interpret and synthesise technical information, and interact with people with diverse backgrounds and levels of seniority.
4. Exceptional stakeholder management skills, with the ability to build strategic relationships and manage expectations across varied stakeholder groups.
5. Ability to conduct critical analysis and use available information and professional judgement to solve complex problems and implement pragmatic solutions.
6. Ability to effectively manage high volumes of work and competing priorities, including the ability to adapt and respond to change and manage changing team and stakeholder needs.
Desirable Criteria
1. Tertiary qualifications or industry recognised certification in Management, Project Management, or a similar field.
2. Demonstrated work experience managing/delivering large-scale ICT transformation programs/projects in an Australian Government setting
3. Industry recognised certification or demonstrated work experience in Agile ways of working, such as the Scaled Agile Framework (SAFe) and/or SCRUM.
4. Proficiency in using a range of commercial off the shelf and bespoke ICT systems and applications including, but not limited to, the Microsoft Suite, Azure DevOps, Miro and Service Now.
