Primary objective

As a key member of the Policy team for the legislative amendment project, provide high level proactive development and

implementation of policy guidance and operational procedure to improve integration and effectiveness in youth justice

practice, youth detention centre operations, and assist in the application of legislative frameworks to assist operational safety

and compliance in the Northern Territory.

Key duties and responsibilities

1. Provide high level advice on complex issues related to development of policy, procedure and their implementation in

the youth justice system in the NT.

2. Lead and develop briefing material, policy, strategies, project documentation and procedures relative to the legislative

amendments in youth justice.

3. Plan, support and monitor the introduction and implementation of policy in the youth justice system.

4. Prepare a range of complex correspondence in response to requests from a broad range of community stakeholders,

executive and government.

5. Establish and maintain strong working relationships with internal and external stakeholders to ensure the success of the

legislative amendment project tasks.

Selection criteria

Essential

1. Sound knowledge and experience in the preparation of policy, consultation and communication materials, briefing

papers, project documentation, and other high-level documentation, appropriately targeted to the intended audience.

1. Demonstrated ability to research and critically analyse information from varied sources, with high attention to detail, to

support the development of policies and projects.

1. Demonstrated experience in clearly articulating complex matters to diverse audiences both in writing and verbally.
2. High-level organisational and time-management skills with proven ability to manage priorities and deliver quality

outcomes in a constantly changing environment with minimal supervision.

5. Highly developed interpersonal and communication skills including ability to build and maintain effective networks with

a diverse range of internal and external stakeholders.

6. Experience interacting effectively with people from diverse cultures.

Desirable

1. Degree of relevant discipline such as public administration, business administration, law, social science or similar.

2. Knowledge and understanding of contemporary and strategic issues facing youth justice in the NT and of current

government priorities and approaches to address these issues.

The preferred or recommended applicant will be required to hold a current Working with Children Clearance notice and

undergo a criminal history check. A criminal history will not exclude an applicant from this position unless it is a relevant

criminal history.
