Join the Toowoomba Regional Council and help deliver sustainable, forward-thinking transport and drainage solutions for one of Queensland's most dynamic regions. As Senior Engineer – Program Development, you'll play a pivotal role in developing and managing our long-term capital works programs that support the region's growth, renewal and infrastructure enhancement.

You'll collaborate across Council, working closely with colleagues across the Branch and the Infrastructure Services Group to ensure our capital works programs are well-planned, prioritised, and aligned with community and organisational goals.

What You'll Be Doing

In this influential role, you will:

* Provide specialist advice on the development of regional transport and drainage network programs for Council's annual, 3-Year and 10-Year Capital Works Programs.
* Plan, scope, and prioritise infrastructure projects in line with strategic objectives, ensuring balanced workloads across districts.
* Lead the development of concepts, cost estimates, and business cases to support forward program delivery.
* Monitor progress and continuously improve processes for planning, concept development, and design.
* Ensure work aligns with Council's Project Management Framework and Integrated Management System (ISO 9001 & ISO
* Foster strong internal and external relationships through effective communication, consultation, and collaboration.

What You'll Bring

We're looking for a proactive, strategic professional with:

* A Bachelor Degree in Civil Engineering (or related discipline) and extensive relevant experience.
* RPEQ registration (or eligibility to obtain within 12 months).
* Proven experience in program or project management – postgraduate qualifications are highly regarded.
* Strong understanding of local government infrastructure planning, legislation, and delivery processes.
* Excellent communication, leadership and stakeholder management skills.
* A passion for continuous improvement and innovation in infrastructure planning and delivery.

Essential requirements include:

* WH&S General Construction Induction (or willingness to obtain).
* Current "C" Class Driver's Licence.
