PIRSA leads biosecurity emergency responses and supports other emergencies impacting animal welfare or primary production. The Emergency Policy and Preparedness team plays a critical role in ensuring PIRSA is ready to meet its state and national emergency management responsibilities through proactive planning, training, and exercising.

The Opportunity

PIRSA is looking for an Emergency Management Training & Exercising Officer to join the Emergency Policy and Preparedness team within PIRSA's Major Programs and Regions Division. This pivotal role offers you the opportunity to make a meaningful impact by developing and delivering contemporary emergency management training and exercising programmes.

You will be instrumental in building capability across PIRSA, ensuring staff are prepared for biosecurity emergencies and other critical incidents affecting animal welfare and primary production.


Duties and responsibilities include:

* Develop and maintain PIRSA's emergency management capability framework, ensuring staff are equipped with the skills needed for effective response and recovery operations.
* Design, implement, and deliver an agreed training and exercising plan aimed at maturing PIRSA's emergency management capabilities across diverse teams.
* Analyse strategic and operational incident reviews to identify workforce training needs, reporting findings to inform future programme development.
* Collaborate with internal teams, external stakeholders, and third‑party providers to deliver engaging learning solutions tailored to diverse audiences across South Australia.
* Engage with cross‑government agencies at local, state, and Commonwealth levels to support integrated emergency preparedness efforts.
* Participate actively in state‑wide and national emergency management training committees to represent PIRSA's interests and share best practices.
* Prepare informative presentations for departmental staff and external stakeholders using contemporary engagement techniques.

About You

To be successful in this role, you will bring:

* Demonstrated experience in developing competency‑based training materials using contemporary delivery methods suited for adult learners in emergency management contexts.
* Strong knowledge (or ability to quickly acquire knowledge) of emergency management arrangements, particularly in biosecurity or primary production contexts.
* Exceptional communication skills to engage diverse stakeholders effectively through presentations, training sessions, and written materials.
* Knowledge of current developments in adult learning principles is highly desirable.
* A commitment to fostering workforce development through coaching, mentoring, and sharing expertise.
* The ability to manage multiple priorities under tight deadlines while maintaining high‑quality outcomes.
* TAE40116 Certificate IV in Training & Assessment (or equivalent), diploma or higher qualification in adult education; credential in exercise writing/evaluation.

Special Conditions

* Possession of a current driver's licence is required.
* Out‑of‑hours work, and inter/intrastate travel may be required.
