About the role: Reporting to the Chief Executive Officer (CEO), the Deputy CEO is responsible for strategic leadership of Hospitals Victoria division, ensuring it becomes a key driver of financial reform and health system performance. The role also includes the development and management of the department's forward work plan, delivering high-quality reporting to government, and fostering collaboration across divisions and external partners to optimise health sector outcomes. The Deputy CEO leads strategic efforts focused on enhancing the financial performance and sustainability of health services, this role is critical in ensuring the health system operates efficiently. The Deputy CEO plays a pivotal role in driving the strategic direction, governance, and oversight to ensure the division achieves its service obligations while maintaining financial viability across the health sector. This role requires a highly experienced government leader with deep expertise in financial management, performance improvement, and a strong understanding of the health sector's unique challenges and opportunities. About you: * Be the authoritative lead and oversee critical stakeholder engagement with internal and external stakeholders to design, promote and influence the implementation of agreed approaches and negotiate major outcomes that drive the delivery of complex priority projects. * Oversee the development of future budget and policy proposals in relation to the operation and performance of Victoria's health system and support the relevant Cabinet Committee with submissions and information. * Effectively represent the department's interests in high-level discussions and negotiations on department-wide project initiatives on behalf of the Secretary with state government departments, health services, other jurisdictions, service providers and within the department. * Identify and investigate complex issues and critical risks specific to health services and develop mitigation strategies by reviewing and analysing impacts on the health sector and considering of legislation, policy, service standards and regulation to review or develop new guidelines. * Oversee accurate and timely reporting to government on the financial performance of health services, including year to date and forecasting, and utilise best practice performance monitoring methodology to ensure health services are accountable for operating within their budget allocations. * Lead the ongoing financial sustainability of health services, including considerations of funding models, pricing and cost containment, in addition to driving cost savings and benefits realisation across a portfolio of efficiency and financial improvement initiatives. * Lead and provide strategic oversight of the division and cultivate a culture of innovation, learning and continuous improvement to ensure the successful implementation and delivery of divisional and departmental objectives.
