The role: People & Culture Business Partner (ER)

Location: VIC

Start Date: ASAP

Contract Length: 3 months with possible extension

Hours: Full time with hybrid model

We are actively engaged with our local Government client in VIC who is urgently looking for a People & Culture Business Partner with significant ER/IR experience, particularly in building performance, coaching managers and case managing under-Performance, disciplinary and associated issues to commence an initial contract for 3 months with possible extension.

Key Responsibilities and Duties

* Provide expert HR advice to help build people management capability across all levels
* Promote the adoption of HR policies, systems, strategies, embedding them into daily operations.
* Provide timely and authoritative advice on ER issues, including performance management, grievances, dispute resolution, and EEO. Undertake investigations and manage casework as required.
* Interpret and apply the Enterprise Agreement, legislation, industrial regulations, and Council policies.
* Support the implementation of new legislation, policies, and Code of Conduct.
* Advise on classification, remuneration, and employment contracts
* Provide data-driven insights to enhance workforce planning and performance.
* Contribute to HR projects and initiatives under the People Plan.
* Lead and support the development, review, and implementation of HR policies and processes.
* Provide expert advice on ER matters, ensuring compliance with legislation and procedural fairness.
* Manage a portfolio of HR/ER/IR cases within delegated authority.
* Draft correspondence and workplace intervention recommendations.
* Ensure employment contracts, onboarding, and record-keeping are legally compliant.
* Support strategic workforce planning and HR performance reporting for divisional leadership.
* Solve complex HR issues by analysing options and providing sound recommendations.
* Advise on change management and consultation processes required under industrial instruments.
* Support performance management and disciplinary processes with professional guidance.
* Encourage early and fair resolution of workplace matters while maintaining confidentiality.

Specialist Skills and Knowledge

* Very good knowledge of the Fair Work Act, other employment legislation, and experience in interpreting and applying Awards, agreements, policies, procedures and other industrial instruments.
* Very good knowledge of Employee Relations, Fair Work Act and interpreting Enterprise Agreements
* Case management experience ideally in a complex and unionised organisation.
* Significant ER/IR experience, particularly in building performance, coaching managers and case managing under-Performance, disciplinary and associated issues.
* Proven ability to act as an internal consultant and advisor, and provide services that meet the needs and expectations of customers.
* A thorough understanding of and extensive experience in contemporary HR practice.
* Strong research, analysis and problem-solving skills to present compelling recommendations and business cases.
* Demonstrated successful experience in counselling and dispute resolution.
* Understanding of performance management systems and processes.
* Strong interpersonal and stakeholder management skills to influence change.
* A strong track record of demonstrating initiative and flexibility and making a contribution to the team.

Qualifications, Certificates, Licences, and/or Experience

* Tertiary qualifications in Human Resources, Industrial Relations or related discipline with a demonstrated depth and breadth of experience in a HR business partnering model.
* Significant experience in a broad range of HR functions, including ER/IR, at an operational level.
* Proven track record in the implementation of HR policies, systems, strategies and programs.
* Demonstrated success in coaching managers and case managing underperformance, disciplinary and associated matters.
