About The Business Unit
Within the Department of Justice and Community Safety, EMV is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities. EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary/ Chief Executive and Emergency Management Commissioner, Emergency Management Victoria and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
Relief and Recovery Division
The Relief and Recovery Division provides strategic leadership for whole-of-government relief and recovery activities, as well as Aboriginal culture and healing. It supports locally led relief and recovery efforts to assist councils and ensure that community remains at the heart of government action. The division promotes a culture aligned with the Victorian Government's commitment to community-led recovery and fostering community resilience. The division is responsible for the operational coordination of state and regional relief and recovery efforts for all emergencies, helping communities rebuild better and emerge stronger. It works directly with impacted communities, all levels of government, agencies, and industry to coordinate effective and timely support needed for recovery after major emergencies.
Emergency Management Communications
Emergency Management Communications delivers communication services on behalf of DJCS Emergency Management to inform and educate the community about emergency management policies, programs and legislation across the emergency management sector to keep the community safe. The Emergency Management Communications function is responsible for the coordination of communications across preparedness, response, relief and recovery. Following the January 2026 Victorian bushfires, a $122 million State-coordinated Clean-up Program was launched. This role will support delivery of communications for this program.
About The Role
The Senior Communications Adviser delivers key communications materials and consistent messaging that ensures community have access to information across an emergency lifecycle to enable their decision making. They work closely with stakeholders to coordinate communications approaches and ensure that communications delivery is tailored to meet the unique needs of local communities. They are responsible for delivering communications that meet government guidelines and policy, including accessible communications for diverse audiences across a range of channels.
Some Of Your Duties Will Include
* Developing and implementing strategic communication and engagement initiatives through project management, content development, monitoring and evaluation.
* Coordinating Victorian Government emergency communications regionally through stakeholder engagement, negotiation, forum administration and relationship management.
* Developing emergency communications for local communities, including writing and editing material for website, social media, call centre scripts, stakeholder packs, fact sheets, media releases, local media opportunities, newsletters, and internal key message documents.
* Producing high-quality, accessible communications that meet the needs of diverse audiences, including First Nations and Culturally and Linguistically Diverse (CALD) communities and improve access to emergency information for everyone regardless of ability, location or cultural background.
* Ensuring government communications processes and emergency management communications protocols are observed.

About You
* Experience in communication strategy development and implementation, including an understanding of project management, media and a range of communications approaches.
* Experience in engaging with a broad range of stakeholders to coordinate and deliver effective communications including at a local level and tailored to unique places.
* Experience developing and delivering communication initiatives within complex, diverse and sensitive service delivery environments.
* Proven ability to write effectively for different audiences and channels, including social media, website, newsletter, media and stakeholder materials.
Qualifications / Requirements
* A qualification in communications or similar is desirable.
