Primary objective Lead and manage the corporate and administrative functions associated with the Barkly Region and provide high-level advice and support to the Regional Executive Director and Executive on budgetary, financial, corporate and administrative matters to optimise and support decision making and Regional performance. Key duties and responsibilities 1. Lead and manage the corporate team and administrative functions associated with the Barkly Region operations team with the responsibility of staff recruitment and retention, professional development and workforce planning. 2. Provide high-level advice and support to the Regional Executive Director and Cost Centre Managers on budgetary, financial management and provision of corporate and administrative matters to optimise and support decision making and performance. 3. Manage Barkly’s budget and financial processes and personnel reporting in accordance with legislation and accepted practice and ensure adequacy of internal controls and compliance with relevant legislation. 4. Oversee the development of procedural and protocol documentation for administrative and financial aspects of the Organisation's business. 5. Analyse changes in expenditure patterns and FTE patterns on an ongoing basis to provide advice to the Regional Director, Directors and Managers on variations and potential risk mitigation strategies. 6. Generate strategic insight amongst the operational team and identify growth opportunities. 7. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour. Selection criteria Essential 1. Demonstrated ability to provide effective leadership and guidance within a team environment with the ability to work independently and develop solutions. 2. Experience in leading, developing, mentoring and managing staff, and fostering a harmonious team environment. 3. Demonstrated experience in human resource, administrative and financial management. 4. High standard of written and oral communication skills and a demonstrated ability to handle complex issues in a sensitive environment. 5. Proven experience in managing multiple high level projects with the ability to meet critical deadlines in an environment of continuous change. 6. Able to advance and maintain strong relationships with internal and external clients including NTG agencies. Desirable 1. Tertiary qualifications in accounting, finance or related business discipline 2. Experience in public finance, government budgetary procedures and accounting practices within the public sector 3.
