The Department of Logistics and Infrastructure (DLI) works in partnership with community, industry and government to regulate, construct, maintain and invest in sustainable, integrated infrastructure across the Northern Territory. Within this framework, Housing and Land Servicing plays a central role in delivering safe, culturally appropriate and community driven housing outcomes across urban, regional and remote communities.
We are seeking an accomplished senior leader to lead the planning, coordination and delivery of the Northern Territory's Housing Capital Program, overseeing significant program management, procurement planning and contractual arrangements that enable sustainable and culturally informed housing outcomes across the region. About the Role
As the Executive Director – Program Delivery, you will drive the endtoend management of major housing programs across the Northern Territory and oversee regional service delivery in the Top End.
You will lead the strategic design of procurement approaches, contractual arrangements, financial oversight, and program governance across an annual program valued at approximately $415.6 million, with direct responsibility for managing around $250 million each year. Your leadership will ensure programs are delivered on time, within scope and aligned with value for money principles and government priorities.
You will cultivate partnerships with land councils, contractors, Aboriginal community organisations, and government agencies to ensure housing programs are sustainable, culturally informed and responsive to community needs. You will also provide high level reporting and strategic advice to senior executives and government.
Key Responsibilities
Lead the planning and coordination of housing programs across the Northern Territory and delivery in the Top End.
Undertake program management, oversee procurement, contract management and commercial governance for major capital works.
Manage program budgets, forecasting and resource allocation to ensure value for money.
Build strong relationships with land councils, government agencies, contractors and communities.
Provide strategic advice, reporting and risk insights to senior executives and government.
Implement program frameworks and continuous improvement initiatives to enhance delivery.
Lead and develop a high performing team with a focus on safety, accountability and innovation.
Ensure compliance with legislative, cultural, environmental and procurement requirements.
About you
You are an experienced senior leader with:
A strong track record delivering large scale housing or infrastructure programs, ideally in remote or culturally sensitive environments.
Proven ability to lead complex, multistakeholder programs, including engagement with land councils and Aboriginal communities.
High level financial management experience, including oversight of significant capital programs.
Expertise in contract management, procurement, and governance within government frameworks.
Outstanding negotiation, communication and relationship building skills.
Demonstrated ability to lead multidisciplinary teams and foster a positive, high performing culture.
Understanding of the legislative, regulatory and cultural context of housing delivery in the NT.
Desirable
Tertiary qualifications in a relevant discipline.
