Project Human Resources Manager
The Perdaman CERES Project shall be the world's largest gas stream ammonia-urea plant with a production capacity of 2.14 MMTPA. The plant is located within the Burrup Strategic Industrial Area, Burrup Peninsula, approximately 10km from Dampier and 20 km north-west of Karratha on the North-West coastline of Western Australia.
Saipem Australia Pty Ltd, in Joint Venture with Clough Group, has been awarded in April 2023 the project by Perdaman Industries (Chemical & Fertilizers) for the engineering, procurement, and construction (EPC) work for its Urea Project in Karratha, Western Australia.
The plant will transform natural gas from nearby offshore field into granular urea for export; urea is a widely used form of fertilizer for production of food for future generations, and this project is strongly supported by the WA state government.
* As a Project HR Manager, you will be part of the Perdaman Ceres project to lead, manage, and deliver all human resources functions within the project environment, ensuring alignment with corporate HR standards and compliance with local regulations.
* Acting as a strategic partner to the Project Management Team, the Project HR Manager provides expert HR guidance, ensures effective stakeholder collaboration, and maintains accountability for HR performance across the project lifecycle.
Key Responsibilities:
1. Develop and implement integrated HR strategies, plans, and controls for project operations in alignment with project goals and stakeholder requirements;
2. Coordinate HR project needs globally, ensuring compliance with local labor laws, training requirements, and local content policies;
3. Act as the single point of accountability for HR performance delivery at the project level, directly interacting with the Project Manager;
4. Design, issue, and maintain the Project Human Resources / Industrial Relations Plan;
5. Ensure effective communication and information flow between Project Functions and HR representatives;
6. Support the PMT in defining personnel needs and managing recruitment, mobilization, and related HR activities;
7. Consolidate and obtain approval of the Project HR Schedule, ensuring it aligns with project timelines and objectives;
8. Promote adherence to company HR procedures, policies, and documentation standards;
9. Assist in salary reviews, incentive schemes, and define project-specific bonus structures in coordination with corporate HR;
10. Drive local content development initiatives in collaboration with the Company/Branch HR Manager;
11. Ensure effective and efficient management of personnel logistics and general services for both onshore and offshore operations, including crew changes;
12. Conduct cost-benefit (make-or-buy) analyses and collaborate with the Supply Chain Function to procure HR-related services as per project requirements;
13. Manage the full procurement cycle for HR services, including defining scopes of work, evaluating bids, and overseeing service delivery;
14. Coordinate with suppliers and internal teams to ensure timely and cost-effective HR service delivery;
15. Support contract compliance with clients regarding HR obligations;
16. Assist in developing the project organization structure;
17. Oversee local/seconded personnel scheduling, payroll, training, and all HR administrative activities in compliance with legal and contractual obligations;
18. Monitor and control HR-related project costs; identify and drive cost-saving initiatives;
19. Maintain positive industrial relations by liaising with unions and industry confederations, ensuring alignment with company guidelines;
20. Coordinate closely with Security, Occupational Health, and ICT teams to ensure a safe and supportive working environment;
21. Promote a culture of Quality, Safety, Health, Environment, and Sustainability in line with company values and best practices;
Requirements:
* Education: Bachelor's degree in human resources, Business Administration, Industrial Relations, or a related field.
* Background: Minimum 10 years of experience in HR operations within large-scale project environments, preferably in energy, construction, or industrial sectors.
* Technical Knowledge: Ability to manage cross-functional teams and complex HR operations in international and multicultural settings. Strong knowledge of labor law, industrial relations, and local compliance requirements.
* Language: Excellent communication, negotiation, and stakeholder management skills. Fluent in English; additional languages are an asset.
