Agency Purpose

The Australian Electoral Commission (AEC) is an independent statutory authority established by the Australian Government to maintain an impartial and independent electoral system for eligible voters through active electoral roll management, efficient delivery of polling services, and targeted education and public awareness programs.

The Team

The Information and Data Governance section sits within the Chief Technology and Data Officer Branch in the Enterprise Transformation Group.

The team is a collaborative, driven group of professionals responsible for supporting and facilitating the management of AEC data assets throughout the data lifecycle. The section leads the Information and Data Management Strategy (IDMS), which aims to ensure the AEC continues to deliver best practice in election management and become a modern data-driven agency by investing in our people, processes and technologies to make data use a cultural norm.

Key service offerings of the section include:

* Data and AI Governance - development and implementation of data and AI strategy, policies and governance.
* Data Analytics & Visualisations - support and enable informed decision making through tailored data visualisation and insights services.
* Data Engineering - managing and imroving usability of AEC's data assets throughout the data lifecycle.
* Geospatial Services - support and facilitate use of geograpgic and location-based datasets to inform AEC operations.
* Information Management - managing and improving usability of AEC's information assets throughout the information lifecycle.

This section actively engages with key stakeholders to support their business needs and improve the level of information and data governance and maturity across the AEC.

The Opportunities

As a Data Analyst, you will support strategic direction and achieve results by leading and/or undertaking complex data analysis and/or business analysis that informs strategic, operational, and policy decision making. You will work with stakeholders to define business problems, clarify objectives, elicit and document requirements, and assess impacts, risks, and benefits to ensure analytical outputs are fit for purpose and aligned to organisational priorities.

You will deliver accurate, timely, and stakeholder focused dashboards, reports, insights, and briefs, while contributing to the continuous improvement of data platforms, reporting processes, and governance arrangements to strengthen election related reporting and analytics capability. You will cultivate productive working relationships by collaborating with business areas, data engineers, and ICT teams to translate business requirements into effective data products and prepare data for modelling and analysis.

In this role, you will communicate with influence by providing expert advice on data interpretation, limitations, and risk in a politically sensitive and high accountability environment. You will demonstrate personal drive and integrity by ensuring compliance with data governance standards, appropriately managing sensitive and confidential information, mentoring staff, and supporting optimisation of reporting environments through effective capacity planning and cost aware use of shared resources.

To excel you’ll have:

Data Analyst (APS Level 5)

* Strategic and critical thinking, including business analysis skills such as the ability to define business problems, analyse options, assess risks and impacts, and support sound decision making.
* Demonstrated ability to apply best practice data management principles and technical analytics skills to develop scalable, performant, and governed data analysis and visualisation products.
* Ability to understand and manage stakeholder expectations to deliver data-driven solutions.
* Strong interpersonal skills with proven experience with critical analysis and product design and development.
* Excellent problem-solving, communication and presentation skills, with the ability to clearly explain insights, assumptions, limitations, and risks to non technical audiences.

Data Analyst (APS level 6)

In addition to the above, you’ll have:

* Demonstrated ability to apply strategically aligned and critical thinking, including business analysis skills to define problems, analyse options, assess risks and impacts, and support evidence based decision making.
* Proven experience applying best practice data management principles and/or analytical techniques to develop reliable, scalable and well governed data products.
* Strong ability to work effectively with stakeholders to understand requirements, manage expectations and contribute to the delivery of data driven products.
* Well-developed interpersonal skills, with experience contributing to critical analysis and the design and development of data or analytical products.
* Strong problem solving, communication and presentation skills, with the ability to clearly explain insights, assumptions, limitations and risks to non technical audiences.

Desirable

* Experience with Microsoft Fabric suite of tools and reporting capabilities, including Power BI, SQL Server, Python, geospatial capabilities.
* Understanding of user experience (UX) design, agile delivery and collaboration techniques.
* Data science experience such as building and deploying machine learning frameworks and models.
* Experience in developing technical/solution and non-technical papers for senior management.
* Degree and/or related certification
