This is a key leadership role within the Enterprise Portfolio Management Office (EPMO) at the Reserve Bank. The role is responsible for designing, embedding, and assuring a consistent, fit-for-purpose enterprise portfolio, program, and project delivery frameworks across the RBA. The role provides executive-level confidence that the Bank's enterprise project portfolio is governed, controlled, and assured in line with approved standards, risk appetite, and strategic intent.
In this role, you will:
* Own and maintain the RBA's enterprise delivery frameworks, including portfolio, program, and project governance standards, methods and tools.
* Manage and enhance scalable lifecycle controls, stage gates, and minimum delivery standards proportionate to risk and investment size.
* Ensure all submissions to the Bank's Investment Committee (Business Cases, Change Requests, Stage Gate submissions, Closure Reports) meet EPMO standards and are of high quality.
* Lead project and program assurance activities in accordance with the Bank's Project Management Framework (PMF) for all Investment Committee‑governed projects.
* Provide objective, evidence‑based insights and recommendations to Projects, Departments, Investment/ Executive Committees.
* Support enterprise workload prioritisation and resource management through organisation‑wide demand/capacity visibility and actionable resourcing insights.
* Ensure alignment between EPMO's project delivery frameworks and broader enterprise Risk, Audit, and Finance functions.
* Identify systemic delivery risks, control weaknesses, and capability gaps, and recommend targeted remediation actions.
* Coach, advise, and uplift delivery leaders and Program PMO teams to consistently apply frameworks and produce high‑quality artefacts.
* Act as a trusted advisor to Executives, Project Sponsors, and Program Directors on project and portfolio governance, delivery risk, and assurance expectations.
About you
To be successful in role, you will bring:
* Inspirational and resilient leadership – an ability to engage and influence stakeholders at all levels, foster a culture of accountability, lead a high-performing team with clarity and purpose, and navigate complexity.
* Delivery and framework capability – deep experience in designing and evolving project and portfolio management frameworks (e.g. PRINCE2, Agile), coupled with a track record of uplifting delivery maturity across an organisation through capability development, coaching, and embedding consistent practices.
* Independent assurance leadership – demonstrated strength across project, program, and portfolio assurance, including conducting delivery health checks, identifying systemic risks, and producing clear, insight‑rich reporting.
* Enterprise Resource Management capability – experience establishing and managing enterprise‑level resource visibility, capacity planning, and workforce forecasting; strong ability to identify resourcing risks, constraints, and bottlenecks; and proven success supporting investment prioritisation through actionable resource insights.
* Executive governance and reporting acumen – a proven ability to prepare and present high-quality papers and insights for Investment & Executive Committees, Risk and Audit Committees, and Boards, with a strong grasp of governance expectations, risk oversight, and strategic investment decision-making.
