Primary objective

Actively contribute to the broader team who are responsible for providing expert advice to Contractors, Project Managers and

stakeholders regarding the interpretation of construction contract requirements relating to Work Health and Safety, Aboriginal

engagement, Local Content and Project Quality to ensure compliance with Contract requirements.

Context statement

The Contractor Compliance Unit operates as an independent audit unit responsible for undertaking second party audits on

Department construction contracts. The CCU seeks to determine whether appropriate management systems and controls are

implemented by the Principal Contractor to fulfil the commitments provided in the Tender Response Schedule and applicable

Northern Territory Government and/or Commonwealth of Australia Government laws, regulations, standards and contracts to

deliver the agreed level of service and product to the client.

Key duties and responsibilities

1. Monitor and mentor a small a team of Contractor Compliance Officers.

1. Actively contribute to the broader activities of the Unit including supporting the Senior Audit and Investigations officers and

assisting with the implementation of the audit program.

3. Oversee the assessment of various contract management plans to confirm compliance with contractual requirements of NTG

works contracts.

1. Collaboratively engage with industry stakeholders, internal auditors, consultants and DLI Project Managers to provide high

level subject matter advice and information on the interpretation of contract requirements.

5. Lead the development, implementation and management of monitoring and reporting systems for activities conducted by the

CCU, including maintaining a data management system and undertaking data cleansing and document control.

6. Lead the preparation of regular reports and provide advice and recommendations to senior management to ensure the

Department is improving compliance and accurately monitoring, reporting and responding to contractor performance against

contract requirements.

Selection criteria

Essential

1. Demonstrated experience mentoring, monitoring and training a small team.

2. Demonstrated experience administering and/or managing construction contracts requiring high-level contract assessment,

compliance monitoring and data/information tracking, analysis and reporting.

3. Experience interpreting and applying work health and safety legislation; policy and procedures; standards and guidelines, with

an emphasis on identifying and managing potential non-conformance.

4. High level of oral and written communication, attention to detail, customer service, and time management skills along with the

ability to manage competing priorities, liaise effectively with a range of stakeholders and manage contractual relationships.

5. Sound knowledge of database and systems management and computer software applications (Excel) to update and extract

information, provide accurate reporting and ensure audit trail requirements are met.

6. Demonstrated ability to work productively and cohesively within a team environment, be proactive and work independently

with minimal supervision.

Desirable

1. A Certificate qualification in either WHS, Quality Management, Project Management, Procurement and Contract Management

or similar.
