The City of Melville is seeking an experienced and forward-thinking technology professional to play a pivotal role in one of Western Australia's most significant civic and cultural developments: the Library and Cultural Centre (LCC).

The Library & Cultural Centre (LCC) Project
Set within the evolving Melville Cultural Heart precinct, the LCC will bring together the City's main library, gallery and exhibition spaces, a municipal museum celebrating First Nations stories and vibrant community and learning areas. Anchoring the City's revitalisation of its city centre, it will become a hub where learning, creativity and community life come together.
The Role
Against this backdrop, the Project Technology & Infrastructure Advisor will guide the design and delivery of the ICT ecosystem that will enable the LCC to operate as a modern, future‑ready, community‑centred facility.
As the City's primary ICT advisor for the LCC, you will lead the direction, review and recommendations for all technology infrastructure and digital systems; from early design and planning through to implementation and operational readiness.
You will collaborate with internal stakeholders, senior leadership, external partners and contractors to ensure the LCC's technology environment is robust, scalable, secure and aligned with best‑practice frameworks such as ITIL and NIST.
Your work will shape the digital backbone for:
* Library and creative learning spaces
* Exhibition and gallery environments
* Museum and First Nations cultural storytelling spaces
* Flexible meeting and performance areas
* Customer service touchpoints and community interfaces
* Civic and public‑facing digital infrastructure
* Connections to adjacent cultural, civic and retail precincts and networked facilities
This role blends project advisory, ICT architecture, stakeholder engagement, operational planning, and project delivery, providing an exceptional opportunity to influence a once‑in‑a‑generation facility.
Key Responsibilities
* Lead the review, analysis and recommendation of ICT infrastructure and systems throughout LCC planning, design and tender phases
* Work with ICT consultants, architectural design teams, and internal teams to align design thinking with City systems and ensure fit for purpose, sustainable solutions
* Establish fit‑for‑purpose technology models aligned to the City's governance, strategy, standards and existing technology environment
* Champion scalable, secure and future‑proof approaches spanning voice and data networks, building access/security, AV systems and digital platforms
* Guide integration of ICT systems with linked facilities, collections, programs and City operations
* Ensure cyber security considerations are embedded at every stage, raising and addressing risks proactively
* Manage ICT‑related contractor engagement and contribute to procurement and budgeting processes
* Undertake all ICT required work to inform, shape, and guide significant projects to successful outcomes in line with the vision
* Support the City in planning for change management, knowledge transfer, ongoing operations and long‑term maintainability
* Provide ICT leadership and trusted advice to staff, management, executive stakeholders and project partners
What We're Looking For
We are seeking an ICT professional with significant experience delivering complex technology design and infrastructure projects preferably within public facilities, large precincts or major builds. You will bring:
* Tertiary qualifications in ICT, Information Systems, Computer Science or similar and/or extensive relevant experience
* Proven capability in designing and implementing modern ICT infrastructure in large, multi‑stakeholder environments
* Experience with essential systems including voice networks, data networks, AV, building access and security
* Strong communication, analytical and project management skills with the ability to influence decisions across all levels
* Strategic thinking, sound judgement and the ability to bring clarity to complex technical environments
* Understanding of ICT governance, risk, compliance and best practice frameworks
* Industry certifications (e.g., Prince2, ITIL), experience in building design projects and knowledge of local government procurement and tendering processes will be highly regarded
