EL1 ICT Procurement and Contracts Manager

A$122,000.00/yr - A$148,000.00/yr
This EL1 vacancy sits within a government PMO and offers end-to-end responsibility for procurement on a major digital project, supporting both internal ERP uplift and a broader whole-of-government initiative to modernise ICT systems for smaller entities.
The Opportunity
This is procurement with purpose – helping smaller agencies define what they need, engaging the market to achieve value-for-money, compliance, and future-readiness. You won't need deep technical ICT expertise, but you will need confidence in the process, good judgment, and the ability to build trust with a wide range of stakeholders.
The Role
This position sits within the Smaller Entity ERP Uplift Support PMO (program team of 18–22). You'll report to an EL2 manager and, at the EL1 level, lead your own stream of work.
Key responsibilities include:
* Leading end-to-end procurement processes, from planning and market engagement through to contract award
* Managing procurements for the department's internal ICT systems and smaller agency digital solutions
* Working with stakeholders and business analysts to shape requirements and translate them into clear, defensible market approaches
* Overseeing evaluations, managing probity, and negotiating ICT contracts that support project goals
* Supporting capability uplift and guiding stakeholders unfamiliar with procurement processes
* Navigating the CPRs, PGPA Act, and contract frameworks with confidence and independence
The Ideal Person
You're a confident procurement practitioner who knows how to run a process and when to ask the right questions. You're not fazed by IT contracts or vendor engagement and understand what's required to move through approvals and governance. You've ideally worked in or around central agencies and thrive in fast-paced, reform-focused environments. At APS6, you might be looking to act up or take on more responsibility with support. At EL1, you're ready to own a project stream, shape strategy, and deliver. Either way, you bring energy, initiative, and a constructive, team-first mindset.
Baseline Clearance is a mandatory requirement for the role.
Salary / Rate
* $122k - $148k + 15.4% Super
* Available as non-ongoing (12-months), section 26 transfer (perm/temp), or labour hire (12-months)
* This role is available to a high-performing APS6 looking for the next step
* Start ASAP
* Canberra-based preferred initially; hybrid arrangements available (three days per week in office), with flexibility once established
