Manager Commercial Development and Delivery Services
City of Moreton Bay is a strong and connected community, nestled across coastal and hinterland landscapes that enjoy a pristine natural environment. It boasts award‐winning commercial, educational, medical, leisure and residential precincts. The Council is the third largest and a rapidly growing local government area in Australia, with a new organisational structure that realigns the managerial framework to support the City's forecasted growth and positioning to provide services to over 1 million residents post‐2050.
Reporting to the General Manager, the Manager is accountable for working in partnership with other Council areas to make a significant contribution to improved economic and social outcomes for the City by providing strategic leadership and governance over the initiation, planning, design and delivery of high‐value, complex projects and precinct‐shaping initiatives for Moreton Bay. Key Responsibilities and Outcomes
* Develop and implement strategies to optimise and diversify revenue through strategic initiatives.
* Provide project‐director level leadership of the strategic developments and designated community precinct of Moreton Bay Central.
* Develop partnerships with the private sector to achieve strong commercial outcomes for Council.
* Monitor political, economic, industry, employment and social trends that may impact Council operations.
* Build and develop a cohesive, high‐performing team characterised by teamwork, respect, ethical decision‐making, innovation and flexibility.
* Translate Council's growth‐management strategies and emerging city‐shaping opportunities into actionable precinct strategies.
* Initiate, provide and create consortium strategies that enhance major project opportunities for the City of Moreton Bay.
* Create and establish governance structures for major precinct programmes, ensuring alignment with Council's integrated planning and performance frameworks.
* Oversee procurement, tendering, commercial negotiations and contractor performance for major precinct and infrastructure packages.
* Ensure value‐for‐money and financial stewardship consistent with Council's commitment to investing capital.
* Foster teamwork, innovation and a culture of excellence by working closely with coordinators and team leaders.
Qualifications and Experience
* Demonstrated ability to lead a range of staff to deliver on and exceed priorities while maintaining excellence in service.
* Significant success (10+ years) at management level in a similar position.
* Tertiary qualifications are highly desirable.
* Exceptional leadership skills with the ability to develop and translate Council's objectives, policies, plans and strategies to internal and external stakeholders.
* Strong sense of judgement, astute decision‐making skills and a strong customer ethos.
