Senior Change Manager / OCM Lead – Enterprise Business Transformation (Contract)
I'm urgently seeking a highly experienced Senior Change Manager / OCM Lead to support a significant enterprise‑wide business and digital transformation within a highly complex Australian Government environment.
This role is suited to a senior change professional who has demonstrated experience delivering organisational change within the Australian defence sector and who is comfortable operating in secure, highly regulated and stakeholder‑dense environments.
The Role: The Senior Change Manager / OCM Lead is responsible for leading the people, adoption and readiness workstream of a major transformation program. The role operates with a high level of autonomy and engages closely with senior stakeholders, program leadership and delivery teams to ensure successful adoption of new systems, processes and ways of working.
This is a senior, hands‑on role focused on outcomes, not coordination.
Key Responsibilities
* Lead the Organisational Change Management function for an enterprise‑scale transformation program
* Develop and execute the overall change strategy aligned to program objectives and delivery milestones
* Conduct change impact assessments, readiness assessments and adoption risk analysis
* Engage and influence senior stakeholders, including executive‑level sponsors and business leaders
* Coach leaders on sponsorship responsibilities and visible change leadership
* Oversee change communications, engagement activities and learning approaches
* Manage resistance and change saturation across impacted business areas
* Support go‑live and post‑implementation activities to embed and sustain change
* Ensure change activities are integrated with program governance and delivery frameworks
Essential Experience (Non‑Negotiable)
To be considered, candidates must clearly demonstrate:
* Proven experience delivering change management within Defence environments, including Defence ICT, ADF, APS Defence or major Defence programs
* Experience leading OCM for large, complex digital or business transformation initiatives
* Operating at a senior or lead change level (not a support or coordinator role)
* Strong stakeholder engagement capability across EL1 / EL2 / SES‑equivalent audiences
* Experience working in secure, highly regulated government environments
* Ability to work independently, manage ambiguity and influence without authority
* Candidates without Defence experience will not be considered for this opportunity.

Suitability Note
This role is not suitable for candidates who only have commercial or state government change experience, or who are mid‑level change practitioners. It requires direct Defence experience and senior‑level change leadership capability.
