About Us

The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day‐to‐day services together in one department to make things easy and seamless for Victorians and businesses, connecting and digitising our systems across state and local government and streamlining corporate and procurement services.

About The Role

The People and Culture Branch supports a high‐performing workplace that puts people first, providing shared services to customer departments of DGS's corporate shared services. The Senior HR Business Partner offers strategic advice, coaching, and expertise on complex HR matters, aligned with organisational priorities and government policy.

Key Accountabilities

* Manage a portfolio of internal client groups, providing senior leaders with high‐level strategic advice and support on complex people matters and developing solutions aligned to organisational objectives.
* Coach and support senior leaders on a broad range of complex HR issues and practices, building capability and offering solutions in accordance with relevant government policy, legislation, industrial awards and departmental policy.
* Develop and maintain strong partnerships with senior leaders to identify and respond to trends, people/performance hotspots, and emerging business issues using workforce data insights.
* Partner with the business in managing strategic workforce priorities and plans, including change management, talent management, acquisition, and succession planning, drawing upon specialist areas within the People and Culture Branch and key corporate stakeholders.
* Undertake a range of HR projects to support departmental priorities, including the management of organisational change processes and providing transformation support to ensure long‐term effectiveness while mitigating industrial risk.
* Identify new opportunities where People and Culture can add value to the business, enhancing people management, workforce planning, diversity, culture and engagement, and occupational health and safety.
* Lead and contribute to the development and implementation of HR initiatives and process improvements to enhance P&C customer experience, as required.

About You

* Strong HR generalist experience with a proven record in providing strategic HR advice and contributing to workforce management and planning, focused on meeting organisational priorities.
* Extensive HR business partnering and coaching experience, with highly developed consultancy and negotiation skills to assist clients in clarifying needs, expectations, and outcomes and to provide timely expert advice.
* Demonstrated conceptual, analytical, and problem‐solving skills with the ability to analyse complex issues and identify effective solutions based on a consideration of facts and alternatives within a government setting.
* Highly developed interpersonal and stakeholder management skills, able to establish and maintain effective working relationships, provide clear and accurate advice on processes and policies, and work effectively with a diverse range of internal and external stakeholders.
* Demonstrated ability to identify opportunities for People and Culture to add value and improve processes and experience for clients, drawing upon workforce experience or data insights.
