About the Role

We are seeking expressions of interest for an interim General Manager, Reform to focus on establishing enterprise program governance and building the team that will plan and deliver the reform program for a period of up to 12 weeks.

The role of General Manager, Reform is accountable for leading and managing the planning and delivery of the Workers Compensation (WC) Reform Program in response to new Workers Compensation reform legislation. This includes challenging and guiding leaders and key stakeholders on considerations and delivery of initiatives across technology, policy, and operations, ensuring full legislative compliance while delivering improved efficiency, transparency, and stakeholder outcomes.

Duties

It’s an exciting time at icare where no two days are the same; as a General Manager, Reform Program you will:

Program Leadership, Strategy & Execution

* Lead the end-to-end design and delivery of the WC Reform Program, aligning program objectives with legislative requirements and WC / icare Strategies as well as sequencing / planning of resourcing across the delivery horizon.
* Work with the Group Executive, Business Owners, and WCLT to evaluate designs, formulate the solution, and develop the roadmap to deliver the strategic outcome with optimal efficiency. Understand the implications of different choices and guide internal stakeholders to the solution including key dependencies, major risks and selected other BAU initiatives that may impact successful program execution.
* Be accountable and provide leadership and guidance across WC Reform initiatives. Provide quality assurance against the program scope, cost, schedule, and outcomes, ensuring disciplined and high-quality delivery across key compliance and project management standards.
* Execute the WC Reform Program by maximising value and benefits realisation, aligning projects with iCare’s strategic direction, and building synergies between projects.

* Deliver to benefits committed by Government for the NI and TMF workers compensation schemes.
* the identification and establishment of outcomes from the WC Reform Program, and structure and ensure clear and aligned objectives which lead directly to the realisation of benefits.
* Lead the development of an approach to track and communicate Program outcomes aligned with other divisional and enterprise reporting and communications.

Program Governance.

* Develop integrated governance routines for the WC Reform program, inclusive of decision making, risk and issue resolution, and reporting through to the Group Executive Team (GET) and iCare Board.

Change & Risk Management.

* Identify, respond, and manage all associated risks, assumptions, and issues across the WC Reform Program. Lead change management efforts to support adoption of new process, systems, and behaviours.

Stakeholder Management

* Engage and influence relevant senior internal and external stakeholders including Treasury, Ministers’ Offices, DCS, SIRA, Safework, Unions, Employer Groups.
* Report on progress and provide senior level resolution to allow potential variations to be promptly addressed and solved. Maintain stakeholder confidence through robust and disciplined project management, adherence to budget, and delivery of WC Reform Program related solutions.

People Leadership

* Establish a team of direct and indirect reports to support the design and delivery of the WC Reform Program.
* Lead, coach and develop direct and indirect team members to build a high-performing, accountable and collaborative team.



Skills & Experience

* Extensive general strategic and operational business leadership experience
* Demonstrable experience in major business Transformation and complex execution including delivering clear outcomes
* Transformation and program planning experience combined with portfolio management of programs.
* Strong understanding and experience in Personal Injury and/or General Insurance
* Demonstrated expertise in managing key stakeholders (internal and external) in a complex delivery environment.
* Familiarity with Workers Compensation strategy and programs
* Familiarity with Workers Compensation core systems
* Familiarity with Workers Compensation products and processes
* Agile ways of working
