Primary objective

Drawing on extensive human resource expertise, lead a team of Workforce Services professionals delivering Human Resource services to

the Northern Territory Public Sector (NTPS). This role is responsible for delivering specialised recruitment services, including talent

engagement and advertising services.

Context statement

Workforce Services are delivered to client agencies under a centralised services arrangement across a geographically and culturally diverse

environment. The Department of Corporate and Digital Development is a central agency delivering enterprise level corporate and digital

services across government.

Key duties and responsibilities

1. Work collaboratively with Workforce Business Partners, Senior Directors and executives within the agency and across the NTPS to

influence, guide, coach and provide expert advice on strategic recruitment activities and the development of standardised best practice

HR management systems, policies and processes.

1. Lead the development and implementation of strategies and tools for the continuous monitoring and evaluation of the NTPS's

workforce services activities and issues.

1. Lead and manage a team of workforce services specialists delivering client-focussed generalist and specialised human resource

management to NTPS agencies and employees, specifically in relation to specialised recruitment.

1. Ensure workforce services staff are kept informed of client agency requirements and priorities, and that client agency delegations,

policies and procedures, employment conditions and legislative requirements are adhered to.

1. Actively participate in and contribute to the achievement of divisional programs and the preparation of business cases and scoping

papers, ministerial briefs and cabinet submissions.

Selection criteria

Essential

1. Extensive experience and demonstrated delivery of strategic advice and consultancy services to implement client focused human

resource strategies, programs and services.

2. Extensive knowledge of methodologies, systems and procedures across the spectrum of HR disciplines, including contemporary

recruitment trends and practices, continuous improvement and change management.

3. High level interpersonal and relationship management skills reinforced by the ability to effectively influence strategic human resource

practices across all levels to achieve the integration of HRM services.

4. High level oral, written and reporting skills across diverse audiences and levels, reinforced by exceptional liaison, negotiation and

mediation skills.

5. Strong leadership and organisational resource management skills to guide, encourage and develop a high performing team to deliver

day-to-day activities and longer-term reform.

6. Highly developed strategic, conceptual, and analytical skills, including the ability to interpret and apply legislation.

1. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, innovative and

respectful.

Desirable

1. Relevant tertiary qualifications in human resources or a related field.
