Overview
The Health Business System Branch works with a diverse range of business partners to deliver secure, reliable and sustainable enterprise systems with a focus on digital transformation and supporting effective policy and program delivery.
The Branch partners with the Health Financing Group, Health Product Regulation Group to deliver a significant digital transformation across the regulatory and subsidisation lifecycle. In addition to the large transformation program, the Branch provides operational support for all TGA systems, PBS monthly schedule production, and all D365 and on-premise Microsoft CRM applications.
The Service Designer (Senior Systems Analyst) in the Health Business Systems branch, will act as a bridge between requirements and technical designs. They will work closely with product/solution architects, technical leads and development teams to deliver technical specifications and system designs.
The senior systems analyst will be responsible for translating complex business requirements into robust, scalable technical designs within the Power Platform and Dynamics 365 ecosystem. They will be expected to work closely with technical stakeholders to ensure that solution designs are fit for purpose, while providing support and upskilling other System Analysts. They will also provide expert‐level BAU support and lead the investigation of production issues.
Key duties and responsibilities
* Collaborate with architects and technical leads to contribute to both high‐level and detailed system designs.
* Facilitate technical design workshops with technical teams to define system specifications, consult with Business stakeholders for clarification if needed.
* Develop and support re‐usable enterprise patterns in development of solutions, whilst ensuring system designs are aligned with business objectives and requirements.
* Work with UX/UI designers, UX researchers to ensure the designs are accessible and comply with Digital Transformation Agency DTAs Digital Service Standards.
* Manage stakeholder expectations while providing clear, actionable system requirements and designs to development teams.
* Lead investigations associated with complex systems and their integration, performing root‐cause analysis for problems reported in live/production environment.
* Oversee the transition of new features from project delivery to Business‐as‐Usual (BAU) support.
* Develop and maintain comprehensive system and technical documentation, like System Requirement Specifications, Functional / Technical Design Documentation, Data Model/ERD, Database Schema, and System Interface Specification for Integration points.
* Lead and or participate in sprint planning, backlog grooming, and technical feature breakdown sessions to define scope of delivery in line with the priorities.
* Provide oversight, conduct peer reviews and assist the wider team in delivering quality outcomes in a timely manner. For example, working with test teams to review test suites or defect investigations to support department's quality assurance practices that demonstrate the traceability of business outcomes.
Selection criteria
Essential criteria
* At least 5 years recent experience as Senior Designer (Senior Systems Analyst) in the Commonwealth environment.
* Experience working in an Agile multi‐disciplinary team and with the use of Agile methodologies.
* Ability to communicate and influence key stakeholders to support proposed strategies, project objectives and operational decisions.
* Resourcefulness and ability to devise creative solutions to problems.
* Able to work effectively in a fast‐paced environment and confidently adapt to changing priorities with quick turnarounds in addressing feedback.
* Demonstrated ability to work as a Senior Systems Analyst performing a broad range of functions required of the role (see key duties / responsibilities as outlined in this RFQ)
Desirable criteria
* Experience with D365 CRM, Power Pages, Dataverse, Azure DevOps.
* Experience with SQL, Teradata and reporting tools like Power BI.
* Exposure to API implementation.
* Bachelor's degree in information technology or related disciplines.
