The Department of Justice and Community Safety (the department) is seeking a Team Leader, Evidence Management and Logistics, to provide a critical role within Tobacco Licensing Victoria.
About The Business Unit
The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, the Tobacco Licensing Victoria (TLV)has been established to deliver the Government's commitment to implement a tobacco regulation and business licensing scheme.
Following the passage of
the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act
(Act) in November 2024, Victoria will implement a tobacco business licensing scheme and regulator to strengthen tobacco regulation. From 1 July 2025, tobacco retailers and wholesalers will be able to apply for a license to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in 2026.
About The Role
The Team Leader, Evidence Management is responsible for overseeing the administrative, logistical, and operational processes that support the secure handling of evidence by Tobacco Licensing Victoria. This role ensures that all items and materials obtained through inspections, and investigations are received, catalogued, stored, transported, and disposed of in a compliant manner.
A strong understanding of relevant legislation, chain‑of‑custody requirements, and industry standards is preferrable. The Team Leader provides guidance on evidence management protocols, supports operational teams, and ensures that systems, documentation, and procedures consistently meet organisational and legal obligations. Through effective administration, quality assurance, and operational oversight, the role contributes directly to the integrity and success of TLV's objectives.
The role requires the flexibility to work afternoon, evening and weekend shifts and may require overnight travel to regional Victoria.
Some Of Your Duties Will Include
* Initiate, build and maintain collaborative relationships with key internal and external stakeholders across all levels to ensure commitment and ongoing co-operation and sharing of information to achieve TLV outcomes.
* Prepare technical reports, briefs and other correspondence on highly complex issues regarding material evidence, in consultation with the Manager Compliance and Enforcement, that provide options for decision making within TLV.
* Assist in the planning and execution of search warrants where the collection of evidence is required, in consultation with the Manager Compliance and Enforcement, ensuring that adequate resources are in place to manage the collections required.

About You
To be successful in this role, you will have:
* Sound understanding of the technical, legal and policy issues surrounding evidence collection, analysis and management.
* Demonstrated experience in the operation and management of investigation and evidence analysis and management systems.
* Sound knowledge and understanding of enterprise, business and end user IT system hardware and devices, operating systems and application software and data storage devices, in particular the related technical considerations and issues regarding the collection, handling and management of evidence.
Qualifications
* A Certificate IV in Government Investigations and/or relevant training or experience in conducting investigations in a regulatory or law enforcement context is highly desirable.
* A tertiary qualification in law, investigations or other relevant area is desirable.
* A Victorian Drivers' Licence or equivalent is required.
