The LNIC's mission is to advise Army on its digital network integration efforts to maximise interoperability across Land, Joint and Coalition interface boundaries. Your work will contribute to ensuring Army’s investments are integrated to maximise the operational functions of individual projects within the Army Operating System.The Role:As the Design Frame Engineering Manager, you will supplement the existing workforce within the LNIC and will be accountable to the Staff Officer Grade Two (SO2) Design. You will be responsible for managing the LNIC Design Frame Engineering program of work and overseeing the two sub-programs of Standards and Modelling. This role requires a strong understanding of engineering management principles and the ability to provide technical leadership and guidance.Key Responsibilities:Establish and maintain the broad LCS DD Engineering Management Plan (EMP) and associated governance and controls in accordance with the LNIC Engineering Management System (EMS).Work with the LCS DD Program Manager to manage work take events with regard to the EMP and associated LNIC EMS compliance.Ensure compliance with the EMP and the quality of output artefacts.Represent LCS DD to the Engineering Review Board and Configuration Control Board as required.Ensure Configuration Management within the LCS DD Program.Conduct technical reviews of, and approve, engineering designs, documents, and specifications.Ensure quality control of all LNIC Design Frame outputs in accordance with the LNIC EMS.Liaise with the LNIC Engineering Manager on all aspects of compliance with the LNIC EMS and associated governing forums.Support external to LNIC technical engagements as required.Engage with LNIC Technical Executive to support the broader LNIC engineering processes.Engage with external engineering and technical stakeholders to understand technology solutions.Provide other reasonable services as tasked by the LNIC Executive Staff.Generate engineering reports and advise the SO2 Design of related program technical risks, recommending options to resolve complex programming issues.Collaborate with other LNIC Frames, capability managers, acquisition agencies, or external service providers where there is a dependency for successful outcomes.RequirementsResponse must be as a one-page pitch addressing the essential criteria:Minimum of 8 years of industry experience in project management.Advanced qualifications (preferably a Master’s in Systems Engineering) and/or extensive experience in Computer Science, Software, Computer or Electronic Engineering.Proven experience as a Senior Engineering Manager providing high-level technical, design, and risk advice to executives.Familiarity with frameworks such as PRINCE2, MSP, P3O, AGILE, and the One Defence Capability Model.Experience with defence engineering processes (preferably in the Land Domain) and safety-critical systems.Leadership of large, multidisciplinary engineering teams across multiple locations.Proficiency in Model-Based Systems Engineering and preparing high-quality reports and presentations.Demonstrated leadership in multidisciplinary ICT teams and collaboration across diverse stakeholders.Strong knowledge of engineering management methodologies and frameworks.Experience in systems engineering, ICT, mechatronics, or similar technical fields.Understanding of government frameworks such as the PGPA Act and Commonwealth Land Worthiness process.Background in delivering military technology projects, ideally in live environments.
