Reporting to the
Director Development Services
, the
Manager Building & Regulatory Services
leads a multidisciplinary team responsible for the delivery of Council's building compliance, regulatory enforcement, and fire safety programs.
The role oversees development assessments under the Planning, Development and Infrastructure Act, ensures enforcement of key legislation including the Dog and Cat Management Act, Local Nuisance and Litter Control Act, and the Local Government Act, and manages inspections, investigations, and fire safety compliance across the region.

What you will do
Lead the delivery of building and regulatory services including development compliance, fire safety, and statutory enforcement
Oversee building assessments, inspections, and investigation of unauthorised or non-compliant development
Provide technical advice and support to internal staff, elected members, and the public
Manage the implementation of Council's Animal Management Plan and related regulatory frameworks
Coordinate fire safety audits and facilitate the Yorke Peninsula Building Fire Safety Committee
Develop and manage departmental budgets, policies, and operational plans
Lead and develop a high-performing team, building a strong, positive workplace culture
Ensure compliance with a broad range of legislation, including WHS, environmental and local government laws
Contribute to strategic planning, reporting and continuous improvement across the department
Provide oversight and guidance to the general inspectorial (ranger) team, ensuring consistent enforcement practices and supporting professional development
What we're looking for
A qualified
Building Surveyor (Level 2 accreditation)
or equivalent, with strong knowledge of the Planning, Development and Infrastructure Act
Proven experience
in building compliance, regulatory enforcement, or related fields, preferably in a local government context
Strong leadership
and people management skills with the ability to coach, support and hold staff accountable
Confident in interpreting legislation
, managing complex investigations and communicating outcomes clearly
A practical problem-solver
who balances rigour with a fair and community-focused approach
Experience managing operational budgets
, policy development and reporting functions
Relevant qualifications are essential, but your ability to lead, problem-solve and communicate effectively will be key to your success in the role.
