Humanitarian Protection Generalist (International Aid Worker)

Australian Red Cross is seeking skilled Humanitarian Protection Generalists to join our International Delegate Register. From the Delegate Register, Humanitarian Protection Generalists (the ICRC Generalist) can be deployed internationally to support operations of the International Committee of The Red Cross (ICRC) and provide professional assistance to communities impacted by humanitarian disasters or conflicts. Deployments typically last for 12 months and are salaried.

As an ICRC Generalist delegate, your main duties will include:

* Situation Analysis: Contribute to comprehensive assessments of the general situation, including security, protection concerns, and the humanitarian needs of affected populations, aligning actions with the Delegation's strategic objectives.
* Network Development: Forge and nurture connections within your area of responsibility, engaging with diverse stakeholders such as affected communities, Armed groups, local authorities, NGOs, National Red Cross/Red Crescent societies, community leaders, etc.
* Field Operations: Conduct field missions to assess the situation and evaluate protection concerns of victims of armed conflict and other forms of violence, ensuring timely and appropriate responses. Implement contextual protection priorities, such as facilitating detainee visits, reuniting family members separated by wars and other situations of violence, and documenting violations of international humanitarian law and human rights law.
* Coordination and Collaboration: Collaborate with ICRC departments and the broader Red Cross/Red Crescent movement, actively contributing to the implementation of protection and assistance activities.
* Promotion of IHL: Plan and conduct dissemination sessions on IHL, ICRC activities and mandate to target audiences, fostering awareness and understanding.
* Security Management: Develop and maintain a dialogue with relevant actors, including security force and arms carriers, to ensure security guarantees for ICRC field operations. Continuously monitor the security environment, promptly and regularly draft reports and share updates on security incidents with relevant stakeholders.
* Reporting and Leadership: Produce timely and confidential internal and external reports, adhering to protocols and ensuring proper follow‐up. Occasionally, take on leadership roles within teams as required.

Essential Qualifications

* Bachelor's degree or higher qualification in a related field (International Law, International Relations, International Development, Human Rights).
* Experience in Protection services such as detention, judicial guarantees, missing persons and their families, protection of civilians, internal displacement, migration, community‐based protection, Gender‐based Violence, child protection, urban violence, etc. is considered an asset.

Other Essential Requirements

* Citizen or permanent resident of Australia.
* Fluent spoken and written English (CEFR standard C1 or C2).
* Level B2 (CEFR standard) in a second language (French, Arabic, Spanish, Russian).
* 2 years of experience in humanitarian services, including at least 3 months worked internationally in a related field (protection, IHL, diplomacy, development assistance).
* Digital Literacy, including ability to navigate digital devices (laptops, smartphones), analyse web‐based information and work effectively with the Microsoft Office suite of applications.
* Ability to drive a manual car.
* Personal motivation to provide humanitarian assistance to individuals and communities impacted by disasters or armed conflict.
* Ability to adapt to and function effectively in challenging living conditions and potentially unstable security environments.
* Ability to work effectively while under pressure and within multicultural teams.
* Availability to deploy for assignments of 12 months.
* Excellent organisational skills.
* Design solutions and plan operations that consider local cultural factors.
* Respect cultural diversity within the team.
* Adapt programs and operations in line with socio‐political and cultural context, with specific focus on addressing the needs of vulnerable groups.

* Actively listen to and encourage feedback from peers, communities, volunteers and other stakeholders.

* Refer reports of violations onwards using appropriate channels.
* Develop concise, consolidated reports that analyse progress, challenges and plan for follow‐up action across the sectors.

Candidate Assessment

All candidates will be assessed based on technical and core competencies specific to this role. Candidates may be further invited to take part in a competency‐based interview, assessment centre and psychological assessment.

Operational Constraints

In line with the principle of neutrality, staff seconded to the International Committee of the Red Cross (ICRC) cannot be deployed to any country of origin. Delegates must be in good health and agree to participate in health clearance processes prior to any assignment.
