We are seeking an experienced Change Manager to support a major enterprise data and analytics transformation within a large, government-focused organisation. This role will lead the people-side of change for a new enterprise data platform and strengthened data governance framework. You'll shape clear, practical messaging for analysts, regions and corporate teams, uplift capability, and drive adoption of new ways of working across a modern data environment. The role will suit someone confident simplifying complexity, engaging diverse stakeholders, and embedding behavioural change at scale.
Key Responsibilities
Develop and deliver a tailored Change & Adoption Plan for enterprise data platform and data governance initiatives.
Coordinate onboarding communications and artefacts across data ingestion, approvals, and federated data roles.
Create concise, user-friendly playbooks and guidance to support analysts, product owners, and business teams.
Run targeted readiness and engagement sessions across branches regions to support safe and effective adoption.
Establish and manage a change champion network across corporate and regional areas.
Embed data governance concepts—including glossary, standards and discovery tools—into communication materials.
Monitor adoption metrics, surface risks, and provide progress updates to senior leadership and program governance.
Skills and experience
Demonstrated experience in change management for large data, analytics, digital, or enterprise technology programs.
Strong ability to translate complex technical concepts into clear, accessible messages for diverse audiences.
Proven stakeholder engagement skills across executive, operational and unionised environments.
Confident workshop designer/facilitator with experience preparing content for senior governance forums.
Excellent written communication and visual storytelling skills suited to strategy, guidance and training artefacts.
Ability to manage competing priorities while maintaining high-quality delivery in fast-moving program environments.
Experience in public sector, regulated environments, or whole-of-government transformation programs.
Familiarity with data governance, enterprise data platforms, analytics ways of working, or digital platform adoption.
Relevant change management or project delivery certifications (e.g., Prosci, Agile, PRINCE2).
