We are stewards of a thriving National Institution that showcases our Nation's stories through the National Coin Collection and a world-class museum and gallery experience.The Royal Australian Mint (RAM) is a small government agency operating within the Commonwealth Government portfolio of the Treasury. The Mint is a Non-Corporate Commonwealth Entity and is Listed under the Public Governance, Performance and Accountability Act 2013 (PGPA Act). The Mint is covered by the Public Service Act 1999 (Cth) (PS Act).The Mint's HR function provides a broad range of HR services and support to the Agency, ranging from recruitment, induction, payroll, performance management, workplace relations, workforce planning and reporting, organisational change, learning and development, workforce culture initiatives and HR strategy.About the RoleThe Assistant Director, Workforce and HR Operations is primarily responsible for managing the Mint's recruitment and payroll services, as well as workforce planning, analytics and reporting.The role manages the relationship with the Mint's outsourced payroll (Aurion) and recruitment provider (Big Red Sky), managing the contracts and ensuring service levels are adhered to and remain fit for purpose.They will support the drafting and implementation of the next Strategic Workforce Plan, developing workforce management strategies, using data for workforce forecasts, and tracking the success of workforce initiatives. The successful candidate will possess demonstrated experience in translating complex data into actionable insights that drive informed decision-making. Strong data analysis skills and experience are essential to ensure that our people analytics capabilities are leveraged to their fullest potential.This role requires a high degree of autonomy, strategic thinking, and the ability to manage a diverse HR workload and stakeholder relationships effectively.The successful candidate will demonstrate sound judgment and initiative in making decisions, provide advice that relies on specialist HR and data skills, and use Aurion and other data sources to produce a wide variety of reports for different audiences and purposes.The Assistant Director, Workforce and HR operations is people-focused, possesses excellent interpersonal skills and has attention to detail. They must also have statutory interpretation skills and excellent writing skills. The key duties of the position include: Providing oversight and information in relation to employees' pay and conditions having regard to various laws relevant to public sector employment including the Public Service Act 1999, the Fair Work Act 2009, superannuation and taxation law, the Long Service Leave (Commonwealth Employees) Act 1976, the Maternity Leave (Commonwealth Employees) Act 1973, the Safety, Rehabilitation and Compensation Act 1988, the Archives Act 1983 and the Privacy Act 1988, among other laws.Providing oversight of recruitment, and advice and support to managers and selection advisory committees.Leading a small team in their processing of pay and recruitment, overseeing the fortnightly pay run process whilst ensuring compliance with payroll process and relevant APS legislative requirements.Managing the relationship with the Mint's outsourced payroll and recruitment providers and undertaking contract management activities.Supporting the review and update of the Strategic Workforce Plan; developing workforce management strategies; using data for workforce forecasts and tracking the success of workforce initiatives.Providing expert, evidence based, legislatively compliant and accurate HR advice and reports to the Senior Leadership Team andthe Mint's Advisory Board, and providing insightful analysis to support decision making.Preparing and providing human resource data and information for whole of government requests, corporate publications and HR strategies.Reviewing and updating human resource policies and procedures relating to payroll and recruitment.Developing and delivering training and information sessions for managers and other employees in relation to entitlements and their administration, and recruitment.Liaising with relevant Commonwealth departments and agencies and external service providers.Representing the Mint at external forums and meetings.Assisting the HR Branch in the delivery of its full range of services. EligibilityTo be eligible for this role you must:hold Australian Citizenshipsatisfy a police checkQualifications in Human Resources, Industrial Relations, Organisational Development and/or Business management (or equivalent breadth of experience in similar roles) is desirable. Experience working in the APS will also be an advantage.Security clearanceThis position requires a Negative Vetting Level 1 security clearance.
