Drive Forward Capital Works Planning Across Transport and Drainage Networks Toowoomba Regional Council is seeking a strategic and highly capable Senior Engineer – Program Development to assist in the development, management and ongoing improvement of forward capital works programs for the Region’s transport and drainage networks. Reporting within the Transport & Drainage Planning Branch, this permanent full-time position works under limited direction and provides specialist input into program and project planning, ensuring alignment with Council’s Corporate Plan, asset management objectives and stakeholder needs. About the Role As Senior Engineer – Program Development, you will play a key role in ensuring the sustainable renewal, growth and enhancement of Council’s extensive infrastructure networks. You will collaborate closely with Council’s Construction and Maintenance delivery teams, design staff, consultants and internal stakeholders to plan, scope and prioritise projects that deliver long-term outcomes for the community. Key responsibilities include: • Providing specialist advice on the ongoing development and management of transport and drainage network programs and projects, including Council’s annual, 3-Year and 10-Year Capital Works Programs. • Ensuring forward works programs are appropriately prioritised to balance design and construction workloads across the Region. • Managing development of project scopes, concepts, cost estimates and business cases in alignment with strategic asset management, transport and drainage planning objectives. • Monitoring the progress of program and project planning, conceptual development and design, and implementing improvements to support timely delivery. • Working in accordance with Council’s Project Management Framework and the Infrastructure Services Group Integrated Management System (ISO 9001 and ISO 14001), contributing to continual improvement through innovative practices and technology. • Building and maintaining effective working relationships with internal and external stakeholders, including consultants, government agencies, contractors and the community. • Preparing and delivering technical reports, high-level presentations and recommendations to senior management and Council. About You You are an experienced civil engineer with strong expertise in program and project development, capital works planning, and the coordination of multi-disciplinary teams. You combine technical capability with excellent organisational, analytical and communication skills to deliver high-quality outcomes. You will ideally bring: • A Bachelor Degree in Civil Engineering or relevant qualification from a recognised university, with extensive experience. • RPEQ (Civil) registration or the ability to obtain registration within 12 months. • Postgraduate qualifications in project management or equivalent project management experience. • Demonstrated experience in planning, scoping, estimating and developing business cases for infrastructure programs and projects. • Knowledge of relevant legislation, local government frameworks and strategic operational planning. • Proven ability to prepare and deliver technical presentations, high-quality reports and recommendations. • Strong organisational skills with the ability to manage multiple projects and works programs in line with Council goals.
