Sitting at the core of the Owner's project delivery team, this role provides the governance, discipline, and independent oversight required to maintain control of scope, cost, and schedule across the NWTD Project. TasNetworks are seeking an experienced Change Manager to lead the implementation of the project's Change Management Framework, ensuring all variations—whether contractor‐initiated or internally generated—are rigorously assessed, accurately documented, and aligned with approved baselines.
You will act as the central control point for change, coordinating inputs across Commercial, Contracts, Engineering, and Project Controls to ensure every request is costed, validated, and decision‐ready. Your work will safeguard the project from scope creep, commercial exposure, and emerging risks, providing the evidence‐based insight required for transparent, timely, and defensible decision‐making.
What you'll do
* Maintain and implement the project Change Management Framework and Change Management Plan
* Manage the end‐to‐end change control process for contractor and internal change requests
* Assess all change proposals against scope, technical requirements, contract terms, cost, schedule, and risk
* Maintain an accurate, audit‐ready change register and ensure all documentation is complete and compliant
* Analyse contractor change proposals to confirm alignment with the approved scope baseline
* Collaborate with Commercial, Contracts, Engineering, and Project Controls to validate estimates and impacts
* Provide clear, evidence‐based recommendations to the Project Director on approval, rejection, or modification
* Identify systemic trends, emerging risks, and commercial pressures arising from change activity
* Ensure compliance with governance frameworks, procurement rules, and commercial delegations
* Support continuous improvement by strengthening change processes, controls, and decision‐making
About you
You will bring demonstrated experience managing change within major infrastructure, construction, engineering, or capital works projects. You have a strong understanding of scope definition, contract management, commercial frameworks, and the technical and financial implications of change.
You excel at interpreting complex documentation, leading negotiations, and influencing senior stakeholders in a fast‐paced, multi‐contract environment. You balance strategic thinking with hands‐on operational leadership, ensuring every change is assessed rigorously and transparently.
You'll also bring:
* High‐level analytical capability across scope, cost, schedule, and risk
* Experience managing complex contracts and multidisciplinary project environments
* Strong communication skills, with the ability to turn complex data into clear insights
* Proven ability to establish new processes, frameworks, or teams in a major project setting
* Familiarity with project controls systems (e.g., Primavera, InEight, SAP or similar)
