About the role
The Procurement Specialist - Goods and Services plays a pivotal role in partnering with the business to deliver timely, ethical and fit-for-purpose procurement services.
In this role you will identify strategies to ensure North East Water achieves value for money with goods and services procurement. You will provide specialist procurement advice to staff for source to contract procurement processes and participate in contract negotiations in partnership with the broader procurement team and the contract owner.
With a commitment to continuous improvement, you will contribute to a high-performing and innovative specialist procurement function.
Key Responsibilities
* Lead and facilitate tender processes.
* Provide specialist advice on procurement strategies for teams across North East Water.
* Coordinate the development of complex tender documentation and facilitate tender evaluations in consultation with internal and external stakeholders.
* Develop and maintain industry knowledge and best practice standards to determine innovative and viable procurement solutions.
* Educate internal stakeholders on procurement services and processes across North East Water.
* Meet reporting requirements under various Victorian Government policies, including the Social Procurement Framework, Local Jobs First Policy and Fair Jobs Policy.
* Maintain an organisational procurement training program.

Key Selection Criteria
* Analytical and negotiation skills appropriate to tender selection and contract management.
* Experience in using procurement technologies to develop and implement process improvements.
* Knowledge of government procurement policies and best practice standards and ability to effectively communicate these to various stakeholders in the business.
* Ability to assess data to identify opportunities such as targeted social procurement benefits, total cost of ownership savings and organisational training gaps.
* Formal qualification in procurement or similar, including business, business analyst or legal qualifications. With substantial experience in procurement, sourcing, supply chain or similar.

Position Information
* An attractive salary range of $104,078 to $116,623 plus 12% superannuation, depending on skills and experience.
* This is a full time, ongoing position.
* Successful applicants will be required to undertake pre-employment checks including a police check and/or pre-employment medical and functional testing where applicable.
