The National Capital Authority (NCA) is the Australian Government agency dedicated to ensuring that Canberra is planned, designed and managed in accordance with its significance as the National Capital.
Our work encompasses urban planning, development approvals, events management, asset management, heritage management, capital works delivery, education and commercial, leasing and licencing activities.
The Team
The Built Assets team is part of the Operations Branch and responsible for the asset management, maintenance, and capital upgrade of certain asset classes within the NCA estate.
The value of the asset base managed by the built assets team is over $1 billion and includes iconic assets such as the Carillon, Captain Cook Memorial Jet, National Memorials along ANZAC Parade, the National Capital Exhibition Centre at Regatta Point and heritage assets such as Blundells cottage.
The team also manage other more utilitarian assets classes such as bridges, roads, stormwater, paths, carparks, road and pedestrian lighting, traffic lights, and other buildings, minor structures, hydraulic, electrical and security related infrastructure.
The NCA estate is a high-profile area with very high expectations on its presentation and performance. All the assets managed by the team are expected to be managed to a standard befitting the nation's capital. This requires a high standard of works, presentation and safety for NCA assets.
The person we are looking for
Reporting to the Director Built Assets the successful applicant will lead the delivery of multiple maintenance or capital works projects concurrently. Projects may be in various stages of feasibility, planning and delivery, and generally require liaison with multiple internal and external stakeholders.
The NCA is therefore looking for an organised and enthusiastic individual with well-developed planning, communication, teamwork and stakeholder management skills.

Position Specific Duties
Operating under broad direction of the Director of Built Assets, duties will be dependent on project priorities, but may include:
Manage and coordinate the successful delivery of multiple capital works projects and asset maintenance projects, inclusive of monitoring project programs, quality of works onsite, and coordinating handover activities with the maintenance team at completion.
Provide regular updates to relevant stakeholders as needed, including updates on progress, cost, timelines, quality, safety and risk management.
Lead procurement activities, including the development and release of tender documents, chair evaluation panels, write evaluation reports, manage negotiations activities, and finalise contracts, ensuring adherence to Commonwealth Procurement Rules and relevant NCA policies.
Manage and administer contracts, inclusive of invoicing, compliance, and value for money assessment of variations.
Audit Work Health and Safety requirements across projects, ensuring contractors have appropriate safety documentation in accordance with contract and legislative requirements and undertake regular site inspections to monitor adherence to these documents.
Prepare and maintain project documentation in accordance with relevant Records Management policies.
Work with relevant stakeholders to ensure that NCA Asset Management System is updated with requirements for commissioning and capitalisation of new assets, and decommissioning and disposal of replaced assets in relation to capital projects.
Support the administration and development of the NCA's Asset Management System (AMS) and manage various business improvement activities relating to the AMS, such as assisting in the development of the Strategic Asset Management Plan (SAMP), Asset Management Plans (AMPs), short and long-term strategic work plans and preparation of budgets, briefs and reports to support built asset maintenance works and capital forward works programs.
Develop and maintain effective and productive working relationships with internal and external stakeholders, including other Government departments, cultural institutions, consultants, maintenance contractors and event organisers.
10. Assist with providing updates and inputs in to other reporting requirements for the NCA including the Annual Report, Authority papers and other reports as required.
11. Participate as a constructive member of the National Capital Authority and provide reasonable support with Branch functions as required.
Job Skills and Qualifications
* Qualifications in engineering, construction management, Project Management or equivalent field, or trade qualifications with extensive industry experience.
* Must hold a minimum of C class driver's licence.
* Ability to gain and maintain a security classification of Baseline is mandatory.
Preferred Experience
At least ten (10) years demonstrated experience working in a building, asset or estate management environment, with recent experience undertaking Commonwealth procurement activities will be highly regarded.
Experience managing electrical infrastructure projects (e.g. lighting and switchboard upgrades) or civil works projects (e.g. stormwater upgrades, road re-surfacing, etc) will be highly regarded.
