About the Role

The HOFO is the leader and accountable manager of the Company flight operations department.

The HOFO is responsible for the safe, efficient and cost-effective deployment of the Company's flight operations assets to best meet the business needs of the Company as set by the CEO and the Board of Directors.

The HOFO is the principal flight operations adviser and is a key member of the operations department management team.

CASA for the Company's AOC responsibilities in accordance with 119.140 obligations, section 20-28 of the Act, CASR 119.135 and CASR 119.165 and the relevant CAR/CASR's

The CEO for ensuring AOC related responsibilities are carried out and for commercial aspects of the flight operations department

* Head of cabin crew
* Flight operations and aircraft performance technical specialist.

Indirect report - Manager Ground Operations

Responsibilities and Accountabilities

* The HOFO is responsible for discharging the following:
* Hold safety as a core value and contribute to the achievement of a zero harm and an incident/injury free environment through active management of all safety programs and the SMS
* Actively support and promote the organisation's SMS by ensuring personnel comply with the SMS processes and procedures, providing appropriate direction and resources and by monitoring safety activities and performance.
* Actively participate in the management of change throughout the business
* Verifying that all applicable Company personnel have received the latest version of the Exposition
* Maintain the reference library and access to publications, information and data as detailed in the Exposition and the Company manual suite
* Carry out the Company's continuous improvement process in conjunction with the CEO
* Action the change management process in accordance with the Exposition and the Company SMS when changes are required.
* Review the Company's compliance with the provisions of Civil Aviation Legislation and the Exposition that apply to flying operations by:
o Conducting internal audits as per Company procedure
o Reviewing audit findings and advising the CEO as required
o Taking any necessary corrective action to rectify deficiencies as soon as possible.
* Ensure that Company personnel appointed to flight operations positions are suitably qualified and have appropriate experience and skills to enable them to satisfactorily fulfil the duties of the position
* Review scheduling and rostering of flight crew to ensure rostering and fatigue management is in accordance with the exposition and the Company manual suite
* Manage the DAMP
* Ensure up-to-date records of the qualifications of all flight crew are maintained
* Liaise, as requested by the HOSQ, to provide technical assistance in relation to the safety manager's duties
* Liaise regularly with the HOSQ to review the FMS and to ensure that reports in relation to fatigue management matters are satisfactorily resolved
* Liaise with the operations officer to provide technical assistance and direction as necessary
* Act as the principal flight operations adviser to the CEO
* Monitor the adequacy of the Company's systems and procedures to ensure safe operation under the AOC and report on the adequacy of the systems and procedures to the CEO
* In combination with the HOSQ, ensure that any safety related issue is promptly investigated and where appropriate, implement any necessary corrective actions or procedures
* In cooperation with the HOTC and manager ground operations set and monitor the standard of flight and ground operations conducted under the AOC.
* Plan, organise, lead and control the daily operation of the flight operations department through the various department managers toward its primary safety objectives as set out in the divisional and departmental plans
* Manage the rostering of aircrew
* Maintain an efficient system for recording duty and flight times for each air crewmember employed by the Company
* Maintain up-to-date records of all licences, ratings, medical certificates and authorisations held by each air crewmember employed by the Company
* Maintain up-to-date records of the route and airfield qualifications of each pilot employed by the Company as a pilot in command (PIC)
* Ensure compliance, in conjunction with the maintenance controller(s), with maintenance check flight procedures
* Maintain a system that will ensure compliance with the relevant loading procedures for each aircraft type used in operations authorised by the AOC and the proper preparation of passenger lists, cargo manifests and any other loading documents required for the purpose of the operations
* Ensure a routine comparison of OFP planned fuel burn and the flight log fuel used for routes is made
* Ensure the flight operations and aircraft performance technical specialist is provided with information relating to the engineering aspects of the AFM, MEL and CDL that affect performance and navigation data
* Ensure that records required by Civil Aviation Legislation are properly collated, processed and stored
* Develop and review operational policies and procedures for inclusion in the Exposition, operations manual series and related documents
* Ensure that the Company reference library and aircraft libraries are properly maintained and kept up-to date
* Ensure accurate and timely compliance by flight crews with all operational data recording and defect management procedures
* While retaining ultimate responsibility, the HOFO may delegate any of the duties listed above to a suitably qualified, trained and competent member of the Company personnel

Essential Business Unit Duties and Responsibilities

The HOFO is responsible for the conduct, either personally or by delegation to subordinate managers, consultants or contractors, of the following business unit duties:

* Ensure that all departmental activities are conducted such as to assist the CEO to develop and maintain excellent customer/client relationships with Company clients and service providers
* Ensure that all aircraft operations are conducted in compliance with the relevant administrative, financial and corporate governance requirements established by the CEO.
* Advise, and where appropriate, participate in negotiating changes in workplace industrial arrangements in order to optimise personnel productivity and assisting the CEO to achieve the human resource and industrial relations goals
* Manages and maintains the departmental organisation and establishment plans to ensure that the department employs and trains sufficient personnel to achieve the department objectives, including appropriate succession and contingency planning
* Reviews operating results of the flight operations department, compares them to established objectives,and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results
* Ensures that the flight operations department actively participates in safety and quality assurance activities and pursues a goal of continuous improvement
* Encourage the "team" concept in crewmembers so as to develop, encourage and maintain qualities including morale, personal/team development and Company goals.
* Represents the flight operations department and, when appropriate, the operations department and/or Company, with the regulatory authorities, Government agencies, clients, service providers and the public.

Supervisory Responsibilities

* The HOFO carries out supervisory responsibilities in accordance with the organisation's policies and applicable laws.
* Relevant responsibilities include, but are not limited to:
* interviewing, employing and training employees
* planning, assigning, and directing work
* appraising performance, rewarding and disciplining employees
* addressing complaints and resolving problems

Committee Membership

The HOFO is a standing member of the following review committees:

* NJE Safety Review (SRM) (monthly)
* Operations Standards and Procedures.

Key Performance Indicators

* safety performance, as measured by relevant Group SR&E data and incident analysis
* operational productivity, as measured by:
o maximisation of per capita revenue hours
o minimisation of crew-related delays
o minimisation of time to rectify deferred defects
o optimisation of crew salaries relative to callout fees and overtime payments
* compliance performance, as measured by:
o CASA operational audit reports
o Company quality audit reports
o operational budget performance and cost control measures
o accuracy of operational data capture
o personnel turnover and industrial relations harmony.

Mandatory Qualifications and Experience

National Jet Express conducts Air Transport Operations under CASR 119 and CASR 121. To meet the minimum requirements that satisfy both parts of the legislation, the following current qualifications and experience are required to be employed by NJE as the HOFO

* a valid Class 1 medical certificate issued by CASA
* a pilot type or class rating (within the meaning of Part 61) for a type or class of aeroplane that is used to conduct a significant proportion of the Company's air transport operations.
* have at least:
o the experience given in an approval (if held) under CASR 119.025
o 500 hours of flight time on an aircraft that is the same or substantially similar to, a type of aeroplane used in the significant proportion of Company operations.
* evidence of having satisfactorily conducted or managed air operations under an AOC or equivalent foreign authorisation for at least six months
* is sufficiently knowledgeable in matters regarding Safety and Aviation Regulation so as to be able to lead and safely manage the Company's activities in accordance with this Exposition and Civil Aviation Legislation.
* In addition, CASA may, by way of written notice to the applicant or NJE direct that the HOFO have additional qualifications or experience to those otherwise stated.
* CASA may, by written notice given to the HOFO, or proposed HOFO of the Company, direct the person to undertake an assessment mentioned in subregulation (6)
* The assessment:
o is an assessment conducted by CASA, or a person nominated by CASA, to demonstrate the HOFO or proposed HOFO's suitability as head of flying operations for the Company
o may include assessment in an aeroplane, or flight simulation training device.
