We are seeking a strategic, results-driven Human Resources (HR) Capability Development professional with experience leading and managing learning and development (L&D) project/s to deliver a strategically future focused organisational capability framework and tailored corporate blended L&D solutions to enhance the capabilities of CIT staff under the CIT VET Workforce Blueprint project. Your valuable experience within both the VET sector and the Public Service uniquely positions you to navigate the L&D landscape and compliance requirements with confidence. You bring a solid understanding of HR policies, procedures, and their practical application across CIT, enabling you to contribute proactively to the VET Blueprint project. Your high-level facilitation, interpersonal, and emotional intelligence skills will support a welcoming environment for staff workshops, especially when addressing sensitive topics. Your positive approach will allow staff to apply new knowledge in their roles, fostering a culture of growth and engagement throughout the organisation. What will you do? The Assistant Director, Workforce Capability, will collaborate with the CIT VET Blueprint Project team to support the development of CIT’s new Capability Framework and oversee targeted corporate learning initiatives aimed at advancing staff capabilities in organisational compliance, digital literacy, human skills, management and leadership, positive workplace culture initiatives, and psychosocial awareness, while sustaining industry-relevant education. Key responsibilities of the role include supporting the Director to lead a small team to conceptualise and deliver a new CIT Capability Framework that prepares the workforce for future needs; designing and implementing blended learning solutions aligned with the Framework to enhance staff capabilities; establishing an ongoing training calendar for instructor-led sessions; and directing and coordinating the evaluation of targeted learning solutions to measure impact and effectiveness. Stakeholder engagement, including high level facilitation skills, are an integral part of this role, as are positive workplace behaviours to work effectively with their peers, leaders and stakeholders to deliver quality outcomes in an ever-changing workplace environment. The Assistant Director will require an in-depth understanding of the VET sector, Public Service environment, contemporary learning and development practices including HR policies, procedures and their practical application across CIT. The position requires someone who can take on feedback, adapt their approach and style to meet customer needs, be flexible, have well developed organisational skills, and design/implement innovative corporate solutions to overcome challenges. Eligibility/Other Requirements: Experience in the ACT Public Service, Australian Public Service and or Education sector is highly desirable. Qualifications or high-level experience in HR management, learning and development, education, or a similar field will be highly regarded. Certification in psychometric tool/s (example HBDI or similar) and ability to hold coaching sessions and workshops using the tool/s will be highly regarded. Notes: This is a temporary position available until March 2028 with the possibility of extension and/or permanency subject to project funding. A merit pool will also be established that may be used to fill similar vacancies in future.
