Early Learning Victoria is part of the Victorian Department of Education. The ELV central team is leading the roll-out of the 50 centres and supports and oversees 4 centres that have recently opened. The role will support the management and implementation of activities required to establish and operate new government owned and run Early Learning Victoria Centres. The role will be responsible for supporting the PMO function with a focus on infrastructure delivery including project planning, delivery, risk management, project budget and delivery and performance reporting and support the ongoing monitoring and maintenance of the assets including reactive and planned maintenance activities, some supervision of contractor works and ensuring a secure and safe environment for all stakeholders.
Your duties will include:
* Working as part of a collaborative team, management and coordination of the programs establishment activities with a focus on infrastructure delivery, consistent with DE's Project Management Framework, policies and procedures, and procurement policies.
* Supporting the coordination and delivery of ELC establishment activities with a focus on infrastructure delivery.
* Identifying and utilising appropriate project planning methods. Identifying and mapping the scope of a project to deliver business needs. Risk and issues management
* Support with the day-to-day facility management operations working closely with centre directors, including reactive and planned maintenance activities.
* Support the development and implement policies, procedures, and standards for facility and asset management that comply with relevant legislation and regulatory requirements.
* Monitor and ensure compliance with health, safety, and environmental regulations, and manage risks associated with facilities and assets.
* Support the management of procurement activities and budgets for facility and asset management, ensuring cost-effective use of resources and adherence to financial controls.
As the successful candidate, you will be required to have:
* Proven experience in overseeing day-to-day facility operations, including managing reactive and planned maintenance programs, ensuring operational efficiency and service delivery.
* In-depth understanding of compliance requirements related to health, safety, and environmental regulations, with a track record of effectively managing risks associated with facilities and assets.
* Strong capability in managing budgets and financial resources for facility and asset management, including developing business plans, service delivery models, and ensuring cost-effective resource utilisation.
* Excellent communications skills, both written and verbal, and the ability to apply a respectful and inclusive communication style.
* Experience in project management. Knowledge of project management methodologies

* Strong administrative skills with a high level of knowledge and experience across the MS Office suite of products.
* Desirable: Experience working on projects in early childhood education and care settings.
* Desirable: A qualification in or related to Facility or Asset Management would be highly desirable.
* Desirable: Knowledge of PRINCE2 environment and agile approach will be highly regarded
