Overview Work Type: Fixed-term - Full-time Salary: $113,022 - $136,747 Grade: VPS 5 Occupation: Other Location: Grampians - Ballarat Reference: 1199 Play a leading role in shaping the future of Victoria’s earth resources sector and energy transition. Resources Victoria is on a mission to facilitate informed and responsible exploration, development, extraction and rehabilitation of Victoria’s valuable earth resources, from critical minerals and gold to sand, rock and gravel. We oversee an industry that is central to the state’s economic growth and infrastructure development, while ensuring it operates safely, responsibly, and sustainably. As Team Leader, Compliance you will lead an operational team of inspectors primarily focused on land access, supporting the energy transition and be responsible for managing key operational relationships with partner agencies, that uphold the integrity, safety, and environmental standards of Victoria’s mining, extractive, petroleum and quarrying activities. You’ll be at the forefront of inspections, investigations, and enforcement actions that ensure industry meets its legislative obligations and delivers positive outcomes for communities and the environment. In this role, you will:
* Lead the delivery of the authorised officer program for VicGrid in the region, including managing a team of inspectors, liaising directly with VicGrid and reporting on outcomes
* Provide training, mentoring and development of Inspectors to effectively deliver authorised functions
* Lead inspections, audits, and investigations to ensure operations comply with legislation.
* Manage incidents and breaches through education, enforcement, and prosecution aligned with enforcement policies.
* Provide expert advice on licensing, work plans, and rehabilitation, while assessing sites via inspections and drone surveys.
* Build strong relationships with industry, communities, and stakeholders to promote transparency and safety.
About you You bring experience in compliance, regulation, or investigations in the natural resources, energy or related sectors, with the ability to interpret complex legislation and apply it effectively in the field. You can balance firmness with constructive engagement, and you take pride in your ability to navigate complex problems with sound judgement.
* Hold or be willing to obtain a Certificate IV in Government Investigations, valid Working with Children’s Check, and a full Victorian driver’s licence.
* Bring solid knowledge of energy, mining, extractive, petroleum, or heavy earthmoving industries, including environmental and rehabilitation standards.
* Demonstrate strong written and verbal communication skills with experience crafting detailed reports, briefs, and recommendations.
* Tertiary qualification in environmental science, earth resources, natural resource management, or a related field are highly regarded

Specialist/Technical Expertise/Qualifications
* A current valid Victorian driver’s licence is mandatory.
* A current valid Working with Children’s Check is mandatory – if not held, expected to obtain within an appropriate timeframe from appointment.
* Diploma in Government Investigations is mandatory – if not held, expected to be completed within an appropriate timeframe from appointment.
* Demonstrated ability to regulate and undertake compliance-related actions, including experience in conducting investigations for non-compliance and the application of enforcement measures, preferably in environmental, natural resources or a similar discipline.
* Demonstrated experience in training, mentoring and development of team members, with the ability to work under limited direction and as a member of a multi-disciplinary state-wide team.
* Well-developed written and verbal communication skills, including ability to prepare correspondence, briefs, reports and recommendations and contribution to the preparation of policies, procedures and standards.
This is a fixed term position available for a period until 30 September 2027. The work location for this position is Ballarat with hybrid work arrangements available.
