The Department of Logistics and Infrastructure (DLI) partners with community, industry and government to regulate, construct, maintain and invest in sustainable, integrated infrastructure across the Northern Territory. Within this environment, the Corrections Infrastructure Unit plays a critical role in shaping modern, safe and future‐ready correctional facilities that meet community expectations and long‐term operational demands.
We are seeking an accomplished senior leader to oversee the delivery of the Corrections Infrastructure Master Plan—a transformative works program designed to address current capacity pressures and plan for the future needs of correctional facilities across the Territory.
About the Role
As the Executive Director – Corrections Infrastructure Delivery, you will lead the planning, design and implementation of the Master Plan in collaboration with the Department of Corrections. Your work will ensure that strategic correctional infrastructure outcomes are achieved through high‐quality program design, robust procurement, and strong governance.
You will provide authoritative advice to senior executives and government, manage complex contract and project delivery environments, and drive best‐practice standards across the Corrections Infrastructure Unit. This role requires navigating sensitive operational, political and community expectations while ensuring that infrastructure delivery is aligned with policy, compliance obligations and long‐term strategic priorities.
Your leadership will shape safe, contemporary correctional estates that meet growing demand across the Northern Territory.
Key Responsibilities
* Reporting to the General Manager Corrections Infrastructure, lead the planning, design, project management and contract management required to deliver the Corrections Infrastructure Master Plan.
* Provide high‐level strategic and policy advice on procurement, stakeholder engagement and program direction.
* Drive best‐practice standards, continuous improvement and staff development within the Corrections Infrastructure Unit.
* Build and maintain productive relationships with Territory, State and Federal authorities, industry partners and internal stakeholders, representing the department as required.
* Resolve complex contractual matters and act as Superintendent on Capital Works contracts when required.
* Provide strong leadership, resource management and program governance to ensure delivery of complex infrastructure works.
* Lead the coordination, reporting and oversight of Master Plan activities, ensuring alignment with delivery models including Public‐Private Partnership, Design and Construct and Early Contractor Involvement approaches.
About you
You are an experienced senior leader with:
* Extensive knowledge of project and contract management, business planning, financial and resource management.
* Strong analytical, conceptual and strategic thinking skills, with the ability to operate effectively in politically and socially sensitive environments.
* High‐level collaboration and relationship‐building skills, with a record of working productively across government and industry.
* High‐level communication, negotiation and conflict‐resolution skills, including experience preparing high‐level documents and representing an agency in complex matters.
* Proven experience leading diverse and geographically dispersed professional and technical teams within environments undergoing continuous improvement and change.
Desirable: Tertiary qualifications in business, construction management, project management or related disciplines, and an understanding of government procurement and correctional infrastructure requirements.
