About the Branch
The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency's compliance with legislation, policies and guidelines as a non-corporate Commonwealth entity.
The Branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, facilities management and human resource management.
The branch also complements the scheme-focus of other agency divisions by facilitating strategic communications and client engagement through the agency's website and contact centre.
About the Section
The Finance Section is led by the Chief Financial Officer, who reports directly to the Chief Operations Officer, Corporate Branch.
The section partners with the business to support efficient and effective procurement processes, manage internal and external budgetary requirements, deliver flexible, agile and relevant financial information and advice to stakeholders, and provides products and services including budget management, external budgeting, financial statements, external reporting, monthly reporting, accounts processing, and treasury advice.
The priorities of the section actively support the objectives of the 2024-28 Corporate Plan including:

The key duties of the position include
The Finance Reporting Team is responsible for the financial reporting of the CER including financial statements, monthly financial reporting to Department of Finance, internal financial control, asset management, and ensuring compliance with Accountable Authority Instructions and financial delegations.
The position sits within a small team delivering financial activities. The team is committed to providing professional and client focused services to our staff and external stakeholders.
The APS Level 6 Financial Accountant is accountable under general direction to undertake complex finance related activities and tasks within established procedures and guidance.
Under limited direction, the APS Level 6 Financial Accountant will be responsible for, but not limited to:
* Produce and prepare monthly and annual financial statements in accordance with the Accounting Standards, the Public Governance and Accountability Act 2013 (PGPA Act) and other guidance as disseminated by the Department of Finance under direction of Financial Reporting Assistant Manager. This includes entering of monthly and annual statements to the Department of Finance via the Central Budget Management System.
* Manage coordination of monthly tasks including preparation and entering of journals and account reconciliations and reports.
* Maintain the agency's asset register including capitalisation, disposals, depreciation processing and annual stocktake.
* Provide expert advice and support across the organisation on asset management practices, promoting sound financial stewardship and compliance with relevant frameworks.
* Prepare debt management reports for the CFO and the agency's Executive as requested.
* Assisting with technical advice including the preparation of accounting position paper and financial reports for the Chief Financial Officer, senior management and audit committee meetings.
* Coordinate and assist with audit requests from the ANAO and internal auditors, ensuring timely and accurate provision of information.
* Contribution to relevant financial policies, guidelines and practices ensuring compliance with relevant legislation.
* Undertake other financial administrative tasks as directed including Taxation, Banking and other reporting requests.
Qualifications/Experience
The ideal candidate will demonstrate:
* A minimum of 3 years' experience in government accounting is essential.
* Strong coordination and organisational skills to manage financial reporting tasks effectively.
* Excellent stakeholder engagement skills with ability to engage confidently with internal and external stakeholders.
* Proven technical capability in financial reporting, asset management, and compliance with financial frameworks.
* Sound judgement and analytical thinking, with a focus on improving and streamlining business processes.
* CA or CPA qualification (or currently working towards one) is highly desirable.
* Prior experience using TechOne financial systems is highly regarded.
