Azooa, a fast-growing digital innovator delivering premium services to the Australian Federal Government, is seeking an Organisational Change Manager (OCM) to support Joint Project 2096PH1 – Intelligence, Surveillance and Reconnaissance (ISR) Integration. This is your chance to work at the intersection of change strategy, Defence technology, and stakeholder engagement—supporting a system with a 10+ year strategic horizon.
About the Project
The system is a powerful information search and discovery tool designed to help Defence personnel find, access, and visualise ISR data from multiple sources via a single web-based interface. Despite strong potential, user adoption has not yet met strategic targets. To address this, a comprehensive OCM Review was completed (Nov 2023 – Mar 2024), outlining 15 actionable recommendations to boost uptake.
You’ll join a dedicated change team tasked with leading the implementation of this strategy, ensuring that the system becomes embedded as a “business as usual” solution across its intended user base.
Your Responsibilities
As the OCM lead, you will be responsible for both strategic planning and hands-on delivery:
1. Develop and execute a strategic OCM plan aligned with the 15 recommendations from the external review.
2. Design and lead communication and engagement campaigns targeting defined user cohorts.
3. Engage and collaborate with Defence stakeholders, working closely with Commonwealth personnel to build trust and drive change.
4. Identify and mitigate resistance to change across user communities through structured planning and engagement.
5. ️ Develop and implement training strategies (in collaboration with internal training teams) to support end users across multiple Defence locations.
6. Monitor effectiveness and generate insights, including preparation of OCM Implementation Effectiveness Reports to inform future improvements.
7. Support the Capability Manager by defining user groups, articulating benefits, and mapping system use cases.
Essential Criteria
We're looking for candidates who can demonstrate clear alignment with the following requirements:
* Certified Change Management Professional (e.g., Prosci, Agile Change).
* ️ Active NV2 Security Clearance (CSID/DOB details required).
* Strong experience within the Defence environment, ideally with ICT projects or ISR initiatives.
* Strategic communications capability with proven results in complex environments.
* ️ Solid program and project management background, with experience leading or advising large transformation programs.
Desirable Skills
While not mandatory, the following will strengthen your application:
* Business Impact Analysis capabilities.
* Agile Change Management experience.
* Certificate IV in Training and Assessment .
* Demonstrated understanding of systems processes and design .
* Strong stakeholder management skills and experience with user cohort segmentation.
* Experience monitoring and reporting on OCM effectiveness .
* ️ Track record of successfully executing detailed change engagement plans .
Work Locations
You’ll be primarily based at one of the following Commonwealth locations:
Canberra (Anzac Park West) – preferred
Melbourne (Defence Plaza) – alternate
️ Occasional travel for training delivery (Brisbane, Adelaide, Canberra – pre-approved by the Commonwealth)
