About the Division

As a Division of the Academy, the Business Services Division leads the provision of quality Academy corporate support services and functions (including procurement, project management and program governance, human resources and culture architecture, finance, facilities management and, risk, audit and performance reporting) which enable successful operation of the Academy. In addition, the Business Services Division is responsible for the oversight, delivery and reporting of the compliance obligations required of a Victorian government statutory authority.

About the Role

The Manager, People, Capability, and Culture (PCC) is responsible for the efficient delivery and implementation of the Academy's PCC functions, encompassing HR services and processes. This role provides leadership, expert guidance, and strategic insights to drive best practice and continuous improvement in the Academy's People, Capability and Culture functions, cultivating a culture of high performance across the Academy.

A key focus of the role is continuing the foundations for a strong organisational-level cultural environment through organisational professional learning initiatives, survey insights, and evidence-based strategies and activities. The Manager oversees the development of organisational-level people, capability and culture plans, ensuring they align with strategic priorities and set up each Division and Business Unit for success in implementation. By fostering a high-performance culture, driving stakeholder engagement, and ensuring effective team management, the Manager supports the Academy in achieving its objectives and strengthening its people, culture, and capability functions.

The Manager, People, Capability and Culture will:

* provide leadership and management to the Academy's PCC team who is responsible for the provision of organisation-wide people, capability and culture strategies, initiatives and activities, including providing authoritative advice to key Academy stakeholders including the Academy's Executive Leadership Team.
* use authentic relationship building and stakeholder management to link and align the Academy's activities to the Department of Education's VPS and Teaching Service Human Resources policies and processes.
* undertake planning, implementation and reporting on people, capability and culture matters to ensure priorities are met through efficient and effective resource management
* be a critical point of authoritative advice on some staffing related matters, for instance in mediations and challenging conversations.

Capabilities

The role requires the successful candidate to demonstrate a range of capabilities at a senior leader level, including the ability to develop authentic relationships, work collaboratively with peers and executives, identify solutions to complex problems and continuously improve processes, while remaining focused on delivering an exceptional customer experience.

The work program within the role is cyclical but requires adaptation and innovation and is reliant upon the successful candidate being able to identify process improvements and efficiencies.

Desirable Qualifications and Experience

* Proven ability to effectively engage and build positive relationships with senior internal and external stakeholders through effective communication and exceptional consulting abilities.
* Effective leadership of people – both directly and indirectly – to achieve common goals.
* Experience in translating organisational strategy into operational actions.
* Tertiary qualifications in organisational development, Human Resources or a similar field.
