About the Department
The Policy & Research Division is responsible for implementing the Veterans' Entitlements, Treatment and Support (Simplification and Harmonisation) Act 2025 (VETS Act), which responds to the Royal Commission into Defence and Veteran Suicide recommendation that the Government simplify and harmonise the framework for veterans' compensation and rehabilitation. The VETS Act will see this framework reduced from three Acts to one single ongoing Act from 1 July 2026. This represents the largest single reform to the veterans' legislation landscape in over 100 years.
This program of work will involve:
- reviewing and updating existing policy documentation and other information that supports the work of staff
- working with DVA's legal areas to review (and re-make) legislative instruments / regulations
- liaising with ICT areas on a broad range of current systems, changes, and enhancements necessary to support implementation of the legislation
- developing training packages and facilitating training for veteran advocates and DVA staff
- mapping, scheduling, monitoring and reporting on implementation activities, risks, issues and benefits
- change management activities, including assessments, plans and business readiness
- implementing the communication and education plan for the veteran community and staff.
This role will sit within Communications, Project Management and Change team and will be responsible for change management activities, including assessments, plans and business readiness.

Key duties:
- plan, execute and oversee change management activities, including:
- implement the endorsed change management framework
- complete change management and business readiness assessments
- lead, coordinate and manage change management activities
- identify the risks associated with the change and develop mitigation strategies
- define and measure success metrics and monitor change progress
- support the development of change related communications in consultation with stakeholders
- evaluate the success of change management initiatives.
Required knowledge and experience:
- extensive experience with and knowledge of change management principles, methodologies and tools
- demonstrated ability to effectively deliver change related to complex policy
- understanding and application of the compensation legislation is beneficial
EL1 hourly rate contracts, 6-months + possible extension
Hobart, Adelaide, Melbourne, Canberra, Sydney, Brisbane
