Role Overview
DFAT requires a labour hire resource to manage security infrastructure projects and provide critical advisory services to ensure property/technology projects meet DFAT security requirements, the PSPF, and tech notes. The Project Manager will manage contract administration, building regulation compliance, fee negotiation with specialist contractors, budget governance, reporting, and project delivery locally and remotely. The role protects the integrity of design and ensures full compliance with security measures and regulations.
Responsibilities
* Liaise with project stakeholders to ensure project objectives are achieved.
* Manage project scope, risks and stakeholder expectations/engagement to ensure integration of project activities.
* Manage project design and documentation through the 5 project phases – Initiation/Design and Document/Delivery/HOTO/DLP.
* Manage project variations and changes and maintain the change control process.
* Coordinate and prepare regular progress reports and communication with key stakeholders.
* Follow established, and where necessary, create project administration systems, document control and record management processes.
* Prepare, manage, review and update project documentation including risk and communications plans in conjunction with team and project members.
* Manage project costs through cost estimating, budgeting, monitoring and contingency management.
* Ensure appropriate quality standards and quality assurance requirements are met.
* Liaise with suppliers, consultants and contractors as required.
* Ensure the project schedule is maintained and regularly report progress, providing verbal updates to the project board when required.
* Manage the risk management process, including developing contingency plans, reviewing residual risks and escalating risks that cannot be managed at the project level.
* Monitor overall progress, use of resources and initiate corrective action where necessary.
* Coordinate handover and completion activities and documents.
* Identify and document lessons learned during the project.
* Ensure skill transfer to DFAT APS capability and support Director DSP to build a sustainable and consistent function.
Qualifications & Requirements
* Security clearance: Current Australian Government Negative Vetting Level 1 Security Clearance prior to commencement.
* APSequivalent classification: APS6/EL1.
* Hours per week: up to 37.5 hours.
* Billable hours: 1800 over the initial 12‐month engagement term.
* No overtime permitted.
* Work from home options very limited.
Contractual & Payment Terms
Payment will be made by Recipient Created Tax Invoice (RCTI) monthly within 20 days of month end. Contractor submits monthly timesheet for approval. Timesheet approved payments processed through RCTI.
Security
Contractor must comply with Commonwealth Protective Security Policy Framework, DFAT Security Framework, and any directives from DFAT. Loss of clearance leads to termination. Contractor must be an Australian citizen.
