Purpose
The HRIS Project Officer provides specialist coordination and professional support in the
delivery, optimisation, and governance of Council's Human Resources Information System
(HRIS) and related digital tools. Working closely with the Senior Project Manager and
Manager People & Culture, the role supports the implementation of the HR digital strategy,
contributes to HRIS governance, and assists in driving organisation-wide adoption of HR
digital tools and processes.
This position plays a key role in connecting People and Culture expertise with Information
Technology delivery, ensuring that system design, configuration, and implementation reflect
the needs of our people and organisation. The HRIS Project Officer will work collaboratively
across People & Culture, Information Services, and external partners to enhance HR
processes, data integrity, and user experience.
Through a balanced focus on HR process optimisation and technical execution, the role
ensures that digital solutions enable efficient, compliant, and engaging people practices—
supporting position maintenance, workforce planning, organisational development, and the
delivery of excellent employee experiences.
Key Deliverables
HR Digital Strategy Implementation
* Support the planning, implementation, and evaluation of HR digital initiatives under
the direction of the Senior Project Manager and Manager People & Culture.
* Contribute advice and insights to help ensure HR digital activities align with
organisational needs, business objectives, and workforce requirements.
HRIS Project Coordination
* Coordinate designated components of HRIS-related projects, assisting with end-to-
end delivery including requirements documentation, testing, training support, and
implementation tasks.
* Develop and maintain project documentation such as schedules, progress reports,
risk registers, and communication materials.
* Contribute to achieving project milestones, escalating risks and issues appropriately.
HRIS Governance, Policy and Compliance
* Contribute to the development, documentation, and maintenance of HRIS
governance frameworks, including standards for data accuracy, access controls, and
change management.
* Support the drafting and maintenance of HRIS-related policies, procedures, and
system documentation.
* Ensure HRIS processes and data handling practices align with internal policies,
legislative requirements, and audit recommendations.

Stakeholder Engagement and Change Support
* Support organisation-wide engagement activities to promote user adoption of HR
digital tools and processes.
* Assist with preparing training materials, delivering demonstrations, facilitating
feedback sessions, and responding to user enquiries.
* Build positive working relationships with internal stakeholders including People &
Culture, ICT, Finance, Payroll, and system users.
Financial and Resource Support
* Support financial activities associated with HRIS projects, including monitoring
expenditure, preparing financial reports, and contributing to procurement processes.
* Assist with the preparation of business cases, cost estimates, and financial analyses
under the guidance of the Senior Project Manager.
Continuous Improvement and System Optimisation
* Assist in evaluating HRIS functionality, workflows, and user experience to identify
improvement opportunities.
* Contribute to system enhancement initiatives and process re-engineering activities
that improve HR data quality, reporting, and compliance.
* Support the development and maintenance of HR data dashboards, reporting tools,
and analytics.
Person Specification
Essential Criteria
* Tertiary qualifications in Human Resources, Business, Information Technology, or
Organisational Development, or demonstrated equivalent experience.
* Proven ability to analyse, document, and improve HR processes, with experience
supporting HR transformation or HRIS implementation projects.
* Strong understanding of People & Culture functions including recruitment,
onboarding, learning, performance, and workforce planning.
* Skilled in translating business needs into digital solutions that enhance efficiency,
compliance, and employee experience.
* Experience coordinating or supporting HRIS, IT or business system projects.
* Experienced in business process mapping, documentation, and user acceptance
testing.
* Strong analytical skills with the ability to interpret data, support reporting needs, and
contribute to system optimisation.
* Confident communicator with excellent stakeholder engagement and influencing
skills.
* Analytical and solutions-focused, with a commitment to improvement, innovation,
and customer experience.

Desirable Criteria
* Experience with Cornerstone OnDemand or other cloud-based HRIS platforms.
* Exposure to local government or other complex public-sector environments.
* Qualifications or experience in project management or change management (e.g.
Prosci, Agile, PRINCE2).
* Experience supporting organisational development, workforce analytics, or learning
management systems.
* Certification or demonstrated application of Lean, Six Sigma, or other process
improvement methodologies.
Standard conditions
* Satisfactory completion of a National Police Clearance (will be arranged by the City of
Marion)
* Satisfactory completion of applicable Medical Assessment (will be arranged by the
City of Marion)
* Must be either an Australian resident or possess the legal right to work in Australia,
with the ability to provide documentation of a valid work visa.
* Comply with existing Work, Health and Safety legislation and regulation obligations and
apply "Think Safe Live Well" philosophy.
* Embrace ethical and moral behavior and report any suspected instances of fraud
and/or corruption in accordance with Fraud and Corruption Management and the
Code of Conduct.
