Reporting to the Director Environment, Recreation and Infrastructure, this diverse and impactful senior management position leads a small team to deliver on Council’s integrated approach to asset management including strategic asset management, capital works planning, asset systems, and drainage. The team is responsible for ensuring the City’s assets are sustainably managed and for strategic advice and support on asset‑related issues.
A key focus of this role is planning for the future impacts on Bayside’s civil infrastructure of climate change and population growth from the Suburban Rail Loop expansion.
Key Responsibilities
- Lead and develop staff in the department responsible for asset systems, asset planning, drainage, administration support and OHS compliance, combining technical expertise with a strong customer focus
- Lead a whole of lifecycle strategic and operational approach to asset management to ensure a holistic view of Council assets and the development, renewal, maintenance, acquisition and disposal requirements to meet Council’s financial sustainability goals
- Drive the effective implementation and development of Council’s asset management system and processes with a key focus on long‑term planning, investment and use
- Lead the ongoing review of policies and practices within the department to ensure they are appropriate, efficient and responsive to customer needs and expectations
- Oversee the development of Council’s asset management data and contribute to the development closely of Council’s 4‑year capital works programme
Qualifications
Applications are sought from candidates who bring demonstrated senior experience in strategic or operational asset management issues, including asset planning, design, construction or maintenance. Strong asset systems experience is critical, along with knowledge and experience in civil asset and drainage design with a record of developing strategies for providing services through infrastructure. Tertiary qualifications are expected in engineering, asset management, infrastructure, or a related discipline.
Highly developed analytical and conceptual skills will allow the development of innovative, evidence‑based planning and a demonstrated understanding of the principles of sound community engagement and experience in effective practices will be critical.
