The Finance and Procurement Branch manages relationships with external departments, agencies, and organizations, providing strategic financial services across the department.
The Financial Operations Section ensures a high-quality financial environment through governance and processes, delivering accounts payable and receivable, treasury management, financial systems administration, and travel and purchase card management.
The Finance Business Partners Section provides relationship management, strategic and technical financial support, and ongoing analysis and advice to improve and support divisional financial positions. This role acts as a key link between the business area and the Chief Financial Officer (CFO).
The Department of Veterans' Affairs is recruiting for an APS 6 Team Leader, Treasury and Accounts Receivable, and an APS 6 Finance Business Partner.
Key Duties
APS 6 Team Leader – Treasury and Accounts Receivable
- Oversee Treasury and Accounts Receivable activities.
- Lead, supervise, and develop a small team.
- Provide expertise in Treasury Management and Accounts Receivable.
- Research, interpret, and apply legislative requirements, including Commonwealth financial compliance and legislative frameworks.
- Build and maintain internal and external relationships, respond to inquiries, and provide assistance and factual advice.
- Manage workload prioritization and ensure timely, quality work and customer service.
- Utilize financial analysis tools and systems for research, analysis, problem-solving, and reconciliation.
- Update policies and procedures related to Treasury Management and Accounts Receivable; lead process improvements.
- Prepare reports such as Compliance Reports, Cash Forecasting, Monthly Dashboard reports, Senate Estimates Briefs, and Questions on Notice.
- Handle end-of-month processes, including reconciliations, journals, and management reporting.
APS 6 Finance Business Partner
- Act as the primary liaison between the CFO and business areas.
- Deliver financial advice, analysis, and support for decision-making.
- Conduct financial analysis for planning, projects, and investments.
- Prepare monthly financial reports, including variance analysis and forecasts.
- Monitor and review forecasts with stakeholders.
- Advise on financial impacts and risks.
- Support budget development and financial planning.
- Provide financial management services to ensure compliance, including monthly accruals.
- Promote financial literacy across the department.
- Note: Australian citizenship is required; successful candidates must obtain and maintain a Baseline Vetting (AGSVA) security clearance.

This recruitment may fill ongoing and/or non-ongoing positions. Non-ongoing roles are initially filled for up to 23 months. A merit pool may be established for future vacancies over the next 18 months. All engaged employees will undergo a probation period.
