About us The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians. Commercial Division The Commercial Division is accountable for providing advice on the state's financial assets and liabilities, along with oversight of the Government's business enterprises. It takes a lead role in overseeing significant government commercial transactions, providing both transaction advisory services and advice. Additionally, the Division manages workplace safety, housing related funds and loan schemes, and the regulatory function that provides oversight of the performance of the community housing sector in Victoria. Workplace Safety Reform The Workplace Safety Reform team supports the Minister for WorkSafe and the TAC in the delivery of an ambitious policy agenda and key strategic reforms. This includes a range of policy, legislative, and regulatory changes to improve safety in the workplace, currently focusing on areas such as psychological health and dangerous goods. The branch works closely with WorkSafe Victoria, and other relevant bodies to deliver these commitments. About the role This position has the following responsibilities: Develop concise, evidence-based policy work on a range of proposals, programs and initiatives relating to workplace safety reform Engage with key stakeholders across a range of forums to assist the progression of the policy program of work, projects DTF is leading, and development of reform proposals Lead the preparation of complex policy materials such as Cabinet submissions, Bill books, briefs, and briefing notes for DTF Ministers and senior executives Lead strategic planning, stakeholder engagement, project management and policy analysis, including supporting junior colleagues to contribute to delivery Assist colleagues to prepare a variety of high-quality proposals and written content including the preparation of briefs and products for the Public Accounts Estimates Committee and responses to Questions on Notice. Actively participate and contribute as necessary to other priority tasks as a member of the Workplace Safety Reform Team and the broader Group to achieve the objectives of the Group and the Department. About you We are seeking applications from candidates with demonstrable skills and experience in the following: Policy design and development Formulates and communicates public policy options and recommendations Develops a clear, logical narrative including clear problem definition and objectives Considers impact of policy to strategic plans, community needs, and complementing programs and policies Skilled at researching issues and identifying relevant aspects of regulations and legislation Experience preparing high quality verbal and written briefings and advice; including the ability to convey complex issues persuasively and effectively in plain language. Political and organisational context Takes into account wider context when considering options to resolve issues, and considers priorities and interests of various stakeholder groups. Ensures solutions or actions adhere to values, ethics, responsibilities, legal obligations and limits that apply to the department. Influence and persuasion Experience in building relationships to persuade and achieve results Helps to gain stakeholder agreement to proposals and ideas and builds behind the scenes support for ideas to ensure buy-in Uses indirect influence to achieve outcomes, and involves experts or other third parties to strengthen case. Critical thinking and problem solving An eye for detail and ability to interpret and synthesise information Demonstrated capacity to solve complex and ambiguous problems Delivers tangible outcomes as a result of critically evaluating problems from multiple perspectives and delivering effective solutions. Working collaboratively Experience working within a team and supporting others to collaborate and support others to pursue common goals Identifies opportunities to work with other teams to deliver outcomes Experience and qualifications A degree level qualification, potentially in law, economics, public policy, occupational health and safety or related studies is desirable.
