Due to an internal promotion, an exciting opportunity has opened for a skilled Senior Contracts / Commercial Officer to join NORSTA's high‐performing Defence team. If you're a commercially savvy professional who thrives in complex environments and enjoys shaping outcomes that genuinely make a difference, this role will capture your interest.
You'll be at the centre of our commercial activity — guiding contract development, supporting negotiations, and ensuring our Defence programs are backed by strong, compliant, and strategically aligned commercial frameworks. It's a role for someone who enjoys variety, influence, and the satisfaction of seeing their work directly support capability delivery.
WHO WE ARE
Norsta East, located in Cairns, is a wholly owned subsidiary of NORSTA Maritime Pty Ltd, an Australian company. NORSTA operates throughout North-Eastern and Northern Australia as the Royal Australian Navy's Regional Maintenance Provider (RMP). Our mission is to deliver essential maintenance and support services for naval vessels in the region, ensuring their operational readiness and long-term sustainability.
WHAT YOU WILL DO
* Developing, reviewing, and finalising customer and subcontractor contracts, tenders, and supporting documentation.
* Providing commercial analysis, risk advice, and support during negotiations with Commonwealth stakeholders and subcontractors.
* Ensuring contractual obligations align with organisational processes, systems, and reporting requirements.
* Building strong relationships with Defence, internal teams, and industry partners to ensure clarity, compliance, and value for money.
* Supporting governance, compliance, and administrative functions across the Contract Services Management framework.
* Applying your expertise in ASDEFCON, Commonwealth procurement, and performance-based contracting to guide project delivery.
WHAT YOU WILL BRING
* We're looking for someone with a strong professional foundation and the capability to operate confidently in a Defence focused commercial environment. Ideally, you will have:
* You hold an Australian citizenship
* A tertiary qualification in Business, Commerce, Law, Procurement, Contract Management, or a related field.
* Formal training or certification in contract management or procurement.
* Working knowledge of ASDEFCON, Commonwealth procurement frameworks, and Defence contracting processes.
* Eligibility to obtain an Australian Government Security Clearance.
* A professional, organised approach with excellent communication skills and the ability to manage competing priorities.
* Additional strengths such as postgraduate studies, professional memberships (AIPM, CIPS, AICD, etc.), or experience with risk management, negotiation, financial analysis, or Defence ICT/maintenance systems are highly regarded.

SECURITY ACCESS/CLEARANCE
As a condition of this role, you must be able to obtain (and hold) Baseline Defence security clearance, which requires Australian Citizenship. A National Police Check will also be undertaken.
