Position Overview

The Federal Court of Australia is globally recognised as an exemplar of judicial development with an uncompromising commitment to the quality of its services. The Court has close relationships with judges and courts around the world, particularly across Asia and the Pacific. Since its establishment in 1977 the Court has played a significant role in the provision of assistance to over 50 countries. Its strong collaborative links and unparalleled access to networks and individuals around the world provide invaluable resources in the delivery of high-quality professional development and capacity building support to partner judiciaries in both bilateral and multilateral contexts.

To support this work, the Court has a dedicated International Program Unit, supervised by the Court's International Cooperation Committee, which implements various international cooperation projects, including the Australia Pacific Judicial Partnership (APJP) which works cooperatively with 15 Pacific Island Courts (PICs). The APJP is a multi-year project to enhance the quality, accessibility, efficiency and effectiveness of judicial and court services in PICs. The APJP will work closely with PIC partners on new and emerging needs as well as coordinating with regional stakeholders and conducting a series of activities to provide technical and specialist expertise to support the capacity of courts.

The Court seeks a Project Coordinator support IPU senior management with the various projects within the FCA International Programs Unit (IPU), with financial and implementation aspects of the Australian Pacific Judicial Partnership (APJP) projects and activities.

Major Activities

The role comprises two parts – financial management and project management. The major activities of the former comprise:

* Provide program support to Director and Manager, IPU, on IPU program activities, costs and expenses.
* Manage and monitor budgets and expenditure, in liaison with the Court's Finance team and under the overall supervision of the IPU Director and Manager
* Provide accurate and comprehensive monthly, periodic and annual financial reports, including expenditure, variances and updates and advice on project under/over-spending.
* Periodically, prepare accurate budget forecasts.
* Develop and provide oversight of the IPU and APJP's operating budget, activity and project budgets.
* Work closely with other members of the IPU team to support and monitor all finance-related activities, including requisitions, data entry, and activity budgeting.
* Follow the Court's financial procedures, including for procurement and use of financial templates, and support on IPU procurements.
* Ensure compliance with donor rules and regulations, primarily DFAT.
* Ensure all costs accord with approved budgets and applicable rates and represent value for money.
* Provide advice and analysis on methods of calculating cost-effectiveness and quantifying financial benefits of Court's international program activities.
* Liaise with Court and team personnel to operate and maintain accounts, including with partner courts in other countries.

The project management component of the role comprises:

* Organise the implementation of in-person, remote, regional and bilateral APJP events and activities including workshops, webinars, mentoring arrangements, internships, small grants and other events, including making all logistical, administrative, financial, and procurement-related arrangements.
* Ensure all relevant policies and procedures are complied with (e.g., human resource and procurement management), consistently and accurately completing necessary forms, templates and records.
* Monitor activities ensuring they are all completed on time and to a high standard.
* Liaise with partner courts and other external stakeholders to organise Federal Court activities taking place; and/or participate in Federal Court managed activities.
* Work closely with and support Federal Court judges, chambers and registries providing expertise to, or hosting visitors and/or facilitating activities.
* Make the necessary arrangements in the relevant Federal Court registry to host visits and other activities including arranging venues, equipment, catering, invitations, greeting and escorting visitors.
* Coordinate the work of contractors providing services to the Court's international activities.
* Recruit, orient, allocate and monitor the work of (non-legal) volunteers in the relevant local Federal Court registry.
* Support the Director, International Programs and Manager, International Programs as required.
* At least 4-6 years' experience developing, administering, managing and reporting on budgets for international development projects.
* Significant experience in managing the implementation of project activities, including ensuring that activities area delivered in a timely, accountable, transparent and professional manner, meeting all relevant standards, including donor requirements.
* Experience with general project management, including procurement, HR and stakeholder liaison.
* Experience complying with financial requirements associated with donor-funded international development projects is an advantage.
* Following procurement rules, including seeking/analysing quotes, calculating and making payments.
* Effective time management to meet numerous concurrent deadlines.
* Ability to follow procedural guidelines while demonstrating initiative and innovative thinking in identifying risks and solving problems.
* Ability to work collaboratively, as well as with minimal supervision.
* Proficient in using technology to perform functions and maximise reach/efficiency of activities, including Microsoft Office, particularly Excel.
* High level of professionalism, integrity, attention to detail and flexibility in a dynamic environment of changing and competing priorities.

Formal Qualifications

Formal qualifications/demonstrated experience in accounting and/or financial management, experience in project management and international development financial management highly desirable.

Special Requirements

Flexibility to work irregular hours if required to meet peak work demands.

Selection Criteria

* Prior experience administering budgets for international development projects.
* Competence in managing multi-year project budgets, including developing and regularly reporting on expenditure projections
* Good project management skills, including drafting donor reports, developing action plans and working constructively with external actors,
* Ability to ensure the effective implementation of project activities, making sure that activities are delivered on time and to a high standard, dealing with potential delays or unforeseen events and accommodating the needs of all relevant stakeholders.
* Demonstrated diligence in financial reporting to diverse stakeholders including management, peers, external clients, and addressing queries with scrutiny, accuracy and attention to detail.
* Experience on general project related administration and stakeholder liaison.
* Strong staff management and teamwork skills and experience.
* Well-developed interpersonal and communication skills, including demonstrated experience in facilitating effective communication and working relationships with a diverse range of stakeholders from different cultural backgrounds.
* Ability to use technology to perform the role and to maximise reach/efficiency of projects; and
* Demonstrated ability to manage and deliver on multiple competing deadlines.
